Deputy to the Commanding General, (OTSG/MEDCOM)

Serves as the most Senior Executive Civilian Officer and Deputy to the Commanding General (DTCG) for both the Office of the Surgeon General (OTSG) and the U.S. Army Medical Command (MEDCOM), directing and managing Army Medicine and the dual command's 64,000 military and civilian personnel providing health service support enabling combat readiness worldwide. This leadership position acts on behalf of The Surgeon General/Commanding General (CG), MEDCOM and provides fiscal oversight of a $810 million combined operating budget annually. Provides executive leadership in executing the Army Surgeon General's Title X responsibilities and overseeing the readiness and healthcare functions for a medically ready force. Responsible for synchronizing and supporting coordination of senior executives across Army Medicine and the Medical Command. Provides leadership and directly supervises 8 personnel at the COL/GS-15 levels. Additionally, manages public health, dental health, veterinary services, and the Army's recovery care programs. Other duties will focus on strategic requirements, to include Military Health System (MHS) governance, global health engagement, the Army Programming and Budgeting Process, Army Facility Investment Plan, Army medical modernization, and Total Force integration. Duties are performed in concert with and under the general direction of The Surgeon General/CG, MEDCOM.

CONDITIONS OF EMPLOYMENT: Must be a U.S. Citizen. You will be required to provide proof of U.S. Citizenship. A one-year SES probationary period may be required unless previously completed. Complete a Declaration for Federal Employment when requested to determine suitability. File a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. You must be able to obtain/maintain the appropriate clearance and access level for this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Direct deposit of pay is required. The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. You must sign a mobility agreement.
