Position Overview
The Designated Manager (DM) is responsible for the overall management, compliance, and operational excellence of the company’s Minnesota 245D-licensed Home and Community-Based Services (HCBS) programs.
This individual serves as the DHS-recognized Designated Manager, ensuring compliance with Minnesota Statutes, Chapter 245D, while fostering a culture of quality, accountability, and person-centered care.
The DM will be a key leader within the organization, collaborating with executive leadership to shape operational systems, guide Designated Coordinators, maintain full regulatory readiness and drive exceptionalism with a mindset of excellence and growth.
Key Responsibilities
Regulatory Compliance & Oversight
- Serve as the Designated Manager per Minnesota Statute 245D.081, responsible for daily oversight of program operations.
- Ensure ongoing compliance with 245D, 245A, and related Minnesota rules, including service delivery, documentation, staff training, and incident reporting.
- Oversee licensing renewals, variances, audits, and investigations.
- Maintain and implement company policies, procedures, and corrective action plans in accordance with DHS and MDH requirements.
- Conduct regular site visits and internal audits to verify compliance and quality standards.
Leadership & Staff Development
- Provide supervision, mentoring, and performance evaluation for Designated Coordinators and other program leaders.
- Support recruitment, onboarding, and training of staff to ensure compliance with 245D requirements.
- Promote a culture of respect, teamwork, and person-centered values across all service sites.
Program Management
- Oversee the implementation of individual service plans (ISPs) and ensure appropriate documentation of services delivered.
- Coordinate communication among interdisciplinary teams, guardians, and case managers.
- Monitor staffing ratios, scheduling, and resource allocation to maintain operational efficiency.
Quality Assurance & Reporting
- Develop and oversee internal quality assurance processes, including review of service delivery records, outcomes, and incidents.
- Submit required reports to DHS and other oversight bodies in a timely and accurate manner.
- Analyze data to identify trends, risks, and opportunities for improvement.
- Report concerns, risks, and trends to leadership.
Strategic Leadership
- Collaborate with company leadership to align 245D operations with broader business goals.
- Contribute to strategic planning, growth initiatives, and program expansion.
- Represent the company professionally in interactions with counties, licensors, and external stakeholders.
