Development Planning Manager (3721)
The Real Estate Development Planning Manager is responsible for managing and coordinating the planning, phasing, feasibility, and development strategy of real estate projects from early concept through development readiness. The role ensures that master plan assumptions, land use mix, market demand, project feasibility, infrastructure requirements, development timelines, and stakeholder requirements are properly integrated into the overall development plan. • Manage the preparation and update of real estate development plans, including land use mix, phasing strategy, development sequencing, plot allocation, product mix, and implementation roadmaps. • Review and assess master plans, concept plans, area programs, GFA/BUA schedules, development briefs, and land use assumptions to ensure alignment with the approved business plan and project objectives. • Support the development of project strategies for residential, hospitality, retail, commercial, mixed-use, and destination assets. • Coordinate with Finance, Investment, Asset Management, and external consultants to validate development assumptions, including revenue, cost, phasing, absorption, IRR, NPV, and funding requirements. • Support feasibility studies, market studies, highest and best use assessments, and development scenarios to determine the most viable development approach. • Review financial models and ensure development inputs are consistent with the approved master plan, area program, infrastructure plan, and market demand. • Develop and maintain project phasing plans, development schedules, key milestones, and decision gates. • Coordinate with Design, Infrastructure, Delivery, Procurement, Finance, and Legal teams to ensure development planning is aligned with project execution requirements. • Manage and coordinate external consultants, including market advisors, master planners, architects, cost consultants, transaction advisors, and feasibility consultants. • Prepare development planning reports, management presentations, decision papers, and approval documents for senior management and committees. • Identify development planning risks related to market demand, infrastructure readiness, cost escalation, approvals, land constraints, stakeholder alignment, and delivery timelines. • Propose mitigation measures and alternative development scenarios to support informed decision-making. • Track progress against approved business plans, development strategies, and project milestones. • Support governance processes, including stage-gate approvals, investment committee submissions, and board-level reporting where required. • Prepare scopes of work, review consultant deliverables, provide technical and commercial comments, and ensure outputs meet the required quality and strategic objectives. • Coordinate with internal and external stakeholders to obtain alignment on development planning assumptions, phasing, and investment decisions. • Identify dependencies, critical path items, risks, and enabling works required to unlock development packages.
• Bachelor's degree in Real Estate Development, Urban Planning, Architecture, Engineering, Construction Management or a related field. • Preferred certifications may include: PMP, RICS, MRICS, LEED, Urban Planning Certification, or equivalent real estate/development qualifications. • Minimum 15 years of relevant experience in real estate development planning, master planning, feasibility, mixed-use development, or development management. • Experience in large-scale mixed-use, waterfront, hospitality, residential, retail, or destination development projects is strongly preferred. • Experience working with developers, master developers, government entities, PIF-related entities, consultants, or investment companies is an advantage. • Strong understanding of real estate development lifecycle, from concept planning to feasibility, approvals, procurement, construction interface, and handover. • Ability to review and challenge master plans, area schedules, GFA/BUA calculations, land use mix, phasing plans, and development assumptions. • Good understanding of development feasibility, financial modelling inputs, IRR, NPV, cash flow, revenue assumptions, cost assumptions, and absorption planning. • Strong project coordination and stakeholder management skills. • Ability to manage consultants and review technical, financial, and strategic deliverables. • Strong analytical, presentation, and report-writing skills. • Excellent communication skills in English. • Strong command of Microsoft Excel, PowerPoint, Word, MS Project, and planning/reporting tools.
