Development Senior Manager/Technical Project Manager

This position involves leading and managing technical projects for web-based data collection and reporting systems. The Technical Project Manager oversees the full project lifecycle, coordinates cross-functional teams, and ensures successful delivery of complex technical solutions. Responsible for project planning, resource allocation, risk management, and stakeholder communication. Works directly with customers to understand business goals, define project scope, and ensure technical solutions meet business requirements while maintaining quality standards and timelines.

Essential Duties and Responsibilities:

The Technical Project Manager:

• Leads technical projects from initiation through delivery, managing scope, schedule, resources, and budget while ensuring alignment with business objectives and technical standards.
• Develops and maintains comprehensive project plans including work breakdown structures, timelines, resource allocations, and risk management strategies.
• Coordinates and leads cross-functional teams including developers, QA engineers, business analysts, and infrastructure specialists to ensure efficient project execution.
• Facilitates requirement gathering sessions with stakeholders and ensures technical requirements are properly documented, prioritized, and tracked in appropriate management systems.
• Establishes project governance frameworks including communication plans, change management processes, and reporting mechanisms.
• Conducts regular project status meetings, prepares status reports, and communicates effectively with stakeholders at all levels of the organization.
• Identifies, tracks, and mitigates project risks, issues, and dependencies throughout the project lifecycle.
• Implements and enforces Agile/Scrum methodologies including sprint planning, daily standups, retrospectives, and backlog grooming sessions.
• Manages project scope and change requests, evaluating impacts on schedule, resources, and budget.
• Coordinates release planning and deployment activities, ensuring smooth transitions to production environments.
• Monitors project KPIs and metrics to track progress, identify potential issues, and implement corrective actions when necessary.
• Partners with QA teams to establish quality assurance processes and testing strategies for project deliverables.
• Acts as an escalation point for technical and project-related issues, facilitating resolution and decision-making.
• Conducts post-implementation reviews to document lessons learned and identify process improvements for future projects.
• Mentors team members and contributes to establishing project management best practices across the organization.

Knowledge, Skills and Abilities:

• Advanced technical project management skills with demonstrated experience leading complex software development projects
• Strong understanding of software development methodologies including Agile, Scrum, and traditional waterfall approaches
• Excellent knowledge of project management tools and techniques including risk management, resource allocation, and budget tracking
• Proficient with project management and collaboration tools such as Jira, ADO, MS Project, Confluence, and SharePoint
• Solid technical background with understanding of software architecture, development practices, and infrastructure components
• Strong analytical and problem-solving skills with ability to break down complex problems into manageable components
• Exceptional leadership skills with ability to motivate teams, manage conflicts, and drive results in matrix environments
• Advanced communication skills with ability to translate technical concepts for non-technical stakeholders and business requirements for technical teams

Preferred Skills and Experience:

• 5+ years of technical project management experience in enterprise-level software development.
• Familiarity with data visualization and reporting tools such as Tableau, Power BI, or similar platforms
• Familiarity with cloud technologies (AWS, Azure, GCP) and deployment strategies
• Familiarity with DevOps practices and CI/CD pipelines
• Familiarity with SQL, database concepts, and data modeling principles
• Experience with containerization technologies like Docker and orchestration with Kubernetes (nice to have)
• Background in web application development with knowledge of modern frameworks and technologies
• Experience managing distributed teams across multiple locations or time zones
• Demonstrated success in implementing process improvements and standardizing project management methodologies
