The successful candidate will serve as a bridge between business stakeholders, project leadership, and application development teams. This position is responsible for helping translate business needs into practical technical solutions, coordinating development activities, identifying risks and dependencies, promoting sound engineering practices, and ensuring that work is delivered with appropriate quality, security, maintainability, and alignment to NuStar Resorts’ operational priorities.
This is a player-coach leadership role. The position requires the ability to guide and support developers while remaining technically engaged in application design, development, troubleshooting, code review, integration, testing, and production support.
Key Responsibilities:
Team Leadership and Operational Coordination
• Help organize and streamline application development operations, including intake, prioritization, assignment, status tracking, delivery coordination, and escalation of issues.
• Monitor team workload, project milestones, sprint commitments, deliverables, and dependencies, and provide timely progress updates to the Application Development Director.
• Establish practical team processes that improve visibility, accountability, communication, and consistency across application development efforts.
• Coordinate with business stakeholders, project managers, infrastructure teams, cybersecurity, data teams, vendors, and other technology groups to support successful delivery.
• Identify delivery risks, resource constraints, technical blockers, and cross-team dependencies early, and recommend mitigation strategies.
• Facilitate regular status reviews, planning sessions, technical discussions, retrospectives, and other meetings that support effective execution.
• Help maintain accurate development roadmaps, project documentation, technical decisions, issue logs, and operational procedures.
Technical Oversight and Solution Delivery
• Provide technical leadership throughout the application development lifecycle, from requirements analysis and solution design through development, testing, deployment, and post-production support.
• Review business and technical requirements to confirm that proposed solutions are feasible, scalable, supportable, secure, and aligned with organizational standards.
• Guide application architecture, integration patterns, data flows, API design, coding practices, development tooling, and deployment approaches as appropriate to the environment.
• Review technical designs, pull requests, implementation plans, and code to promote quality, maintainability, performance, and consistency.
• Support the resolution of complex technical problems and help the team diagnose application defects, integration issues, performance concerns, and production incidents.
• Encourage appropriate use of testing, source control, peer review, documentation, monitoring, logging, release management, and change control.
• Promote secure development practices and collaborate with appropriate technology and security stakeholders to address vulnerabilities and compliance requirements.
• Evaluate technical debt and recommend opportunities to modernize, simplify, stabilize, or improve the application portfolio.
Hands-On Application Development
• Design, develop, enhance, test, deploy, and maintain applications and integrations based on approved business and technical requirements.
• Write production-quality code and contribute directly to priority initiatives, complex features, prototypes, defect resolution, and technical improvements.
• Participate in database development, API and system integration, automation, reporting, data validation, and application performance improvements as required.
• Develop reusable components, technical standards, implementation patterns, and documentation that improve team productivity and solution consistency.
• Support code reviews and mentor developers through constructive feedback, pairing, knowledge sharing, and technical coaching.
• Participate in on-call, release, incident response, or production support activities when required by the team’s operating model.
Stakeholder Communication and Continuous Improvement
• Translate technical concepts, delivery risks, and solution tradeoffs into clear information for technical and non technical audiences.
• Partner with business teams to clarify requirements, validate priorities, manage expectations, and confirm that delivered solutions address operational needs.
• Provide concise, accurate, and actionable reporting to the Application Development Director regarding progress, risks, decisions, resource needs, and upcoming milestones.
• Recommend improvements to development workflows, team practices, application support processes, and delivery metrics.
• Contribute to technology planning, budgeting inputs, vendor coordination, hiring support, and the development of team standards and policies.
Performance Expectations
Success in this role will be measured by the team’s ability to deliver reliable solutions with improved visibility, predictability, and operational discipline. The successful candidate will help ensure that development work is appropriately prioritized, progress is transparent, technical decisions are well considered, risks are surfaced early, and applications are delivered and supported effectively.
Performance Area Expected: Outcome

Competency Examples:
Application development: Web, mobile, desktop, service-oriented, event-driven, or enterprise applications Programming: JavaScript/TypeScript, Java, C#, Python, PHP, or other organization-supported languages Integration: REST APIs, web services, messaging, middleware, ETL, third-party platforms, and enterprise integrations
