Digital Business Analyst (Local only - Need Security Clearance)

Salary: $6,000 – $7,200 per month

Position : Digital Business Analyst (Singaporean and Permanent Residence only! - Requires CAT 1/CAT 2A Clearance)

Working Day and Time: Monday To Friday 8:30am to 6pm

Working Location: Central, Singapore

Job Responsibilities:

* Partner with the Agency’s business teams to elicit citizen/business and Agency’s needs through human-centric and visual methods

* Apply Design Thinking / Service Design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions

* Evaluate and recommend suitable technology while aligning with Government Project technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG Tech Stack)

* Identify and adopt the appropriate development and delivery approach (Outsourced, Co-Sourced or In-house development)

* Work with Government project and Agency's teams to develop user stories, functional/technical specifications and acceptance criteria

* Ensure product readiness for smooth deployment, adoption and operations

* Analyze impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations Management)

* Assist the CIO to identify new opportunities and problems to solve for the Agency’s digital transformation

* Build deep knowledge of Agency’s business and operations and identify opportunities to support the transformation of Agency’s business / operation

* Identify potential project risks and its implication to the organization and to recommend mitigating measures so as to manage the risks

* Effectively engage and manage the vendors to deliver ICT solutions and services

* Understand the IT management policy, quality management policy and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines

What we are looking for:

* Diploma/Degree in Computer Science, Infocom Technology, Computer or Electronics Engineering or related disciplines

* At least 6 years relevant working experience in a similar capacity (advantageous to have had some Consulting, Software Development and Design experience)

* Strong portfolio that demonstrates proven, hands-on experience working in Agile approach on Product-centric teams

* Working knowledge of AI tools and concepts

* Strong analytical, conceptualization, facilitation and problem-solving skills, in particular with application in Discovery sessions and prototyping.

* Good stakeholder engagement and communication skills with ability to influence and pitch ideas

* A driven and motivated personality with the ability to rapidly learn, apply and execute

* Experience in Project Management and Product Management is a plus

* Motivated by innovation to achieve business goals and customer satisfaction

* Excellent written, verbal communication, presentation and negotiation skills

* Requires CAT 1/CAT 2A Security Clearance
