The Prevent Epidemics (PE) team at RTSL partners with governments to strengthen key aspects of their health security systems and elevate those lessons globally.
Position Title: Digital Health Systems Instructional Designer Consultant
Length of Engagement: Five months
Level of Effort: Full-time consultancy (approximately 40 hours per week)
Location: Addis Ababa, Ethiopia

Position Purpose
Public health emergencies are growing more complex, making timely, data-driven responses more critical than ever. To meet this challenge, EPHI is strengthening its Public Health Emergency Management (PHEM) system under its PHEM Center of Excellence (PHEM-COE) initiative through digital transformation efforts, including ePHEM, DHIS2, and other priority digital platforms. The successful implementation and scale-up of these systems depend not only on a skilled workforce supported by modern, context-specific curricula and learning management systems, but also on effective communication, knowledge sharing, content management, and user engagement strategies that promote adoption, continuous learning, and operational use.
To sustain this momentum, EPHI seeks a Digital Health Systems Instructional Designer Consultant who can transform complex public health, digital systems, and emergency management content into practical, engaging, and scalable learning solutions. The consultant will also support the design and management of digital learning and communication content, strengthen knowledge management practices, and develop approaches for monitoring platform utilization and user engagement to enhance workforce capability and support emergency readiness nationwide.
Core Tasks and Activities
- Translate technical ePHEM and DHIS2 content into modular, learner-centered instructional packages grounded in adult learning principles.
- Produce interactive self-paced modules, video tutorials, and visual print guides to support diverse learning needs and connectivity levels.
- Collaborate with public health experts, data engineers, and training teams to ensure content accuracy, relevance, and alignment with current system functionality.
- Review and repurpose existing videos, photographs, and system screenshots into high-quality training and communications materials, including content for social media platforms.
- Monitor digital platform performance (websites, learning portals), track engagement metrics, and deliver actionable optimization recommendations.
- Build flexible instructional frameworks that support multilingual translation and sub-national adaptation.
- Package learning content in interoperability-compliant formats for seamless integration with national learning management systems.
- Apply universal design principles to ensure materials are intuitive and accessible across varying digital literacy and bandwidth contexts.
Contract Deliverables
- Interactive, user-tested ePHEM self-paced training modules
- Video tutorial library covering system installation, data entry, EBS workflows, and analytics
- Multimedia package for training, advocacy, and institutional communications
- Periodic digital platform performance reports with optimization recommendations
- Structured documentation for any tools and platforms established, as well as a structured digital asset repository
Contract Management
The Senior Technical Advisor at RTSL will manage this contract, monitor progress toward deliverables, and approve invoices. The contractor will work closely with the Early Warning and Surveillance Directorate and other relevant teams within EPHI to support the effective completion of deliverables.
Qualifications
Education
- Bachelors degree in public health, communications, journalism and communication, graphic design, multimedia design, or a related field is required; a master’s degree is preferred.
Experience
- Minimum of 5 years of experience in instructional systems design, with a strong focus on technical software training or health informatics.
- Experience creating learner-centered content for adults, including turning complex technical information into practical training materials.
Skills & Abilities
- Proven ability to design and develop high-quality learning materials, including interactive digital modules, asynchronous training videos, and print-based guides
- Proficiency in e-learning authoring tools, audio-visual production (multi-track editing and motion graphics), and layout design
- Strong copywriting and structural editing skills, with the ability to translate complex technical concepts into clear, engaging, and learner-centered content
- Strong creativity and attention to detail
- Excellent communication and content development skills
- Ability to manage multiple deliverables and adapt content for diverse audiences
- Capacity to work both independently and collaboratively in multidisciplinary environments
Preferred Qualification
- Prior experience working with health organizations, ministries of health, or public sector development programs is a strong asset
