Digital Monitoring Specialist / Data Analyst
Description
Qualifications:
Bachelor’s Degree in Civil Engineering, Information Systems, Project Management, Data Science, or a closely related field
Master’s Degree in a related field preferred but not required
Minimum five (5) years of professional experience.
At least three (3) years in a role involving technical project coordination, data systems oversight, or supervision of IT/engineering delivery teams Demonstrated experience working with or managing technical/software delivery teams — sufficient fluency to evaluate architecture and integration decisions and review technical output, though not full build-level proficiency
Experience in infrastructure, construction supervision, or public sector monitoring projects strongly preferred Familiarity with cloud-based data tools (Google Workspace, BI/reporting platforms such as Looker Studio) preferred
Duties and Responsibilities:
Own the SOCOCA integration across both Firm 4 and Firm 3’s scope — the single technical/operational counterpart for SOCOCA (R&S) on all matters concerning the shared environment.
Ensure the dashboard is functional 24/7 — monitor pipeline health (automation failures, data staleness, extraction/sync errors) and maintain a living scope-of-record document defining what the dashboard does and does not cover.
Coordinate between the SOCOCA team and Firm 4/Firm 3 management on requirements, issues, and enhancement requests.
Coordinate between Firm 4 and Firm 3 site teams and DPWH on data protocols, ensuring both firms’ field data flows consistently into the shared system.
Establish and enforce data input protocols — define the methodology that Field Data Coordinators and site engineers on both firms follow, and adapt that methodology to fit Firm 3’s own team structure where it differs from Firm 4’s.
Supervise the technical build (whether delivered by an individual contractor or a specialized firm) — review architecture, verify milestone deliverables, and sign off before payment release.
Monitor and report data quality — staleness, unresolved grievances/NCRs, and recurring user-error patterns, escalating to Firm 4/Firm 3 management as needed.
Key Deliverables:
SOCOCA integration, functioning end-to-end across both firms
Dashboard scope-of-record document, maintained and version controlled
Monthly pipeline health / data-quality report
Documented data-input protocol, adapted for both Firm 3 and Firm 4 team structures
