Director, Electronic Warfare

The Director for Electronic Warfare (EW) is responsible to the Deputy Assistant Secretary of War for Platform & Weapon Portfolio Management DASW (P&WPM) for portfolio management, policy, and investments in electronic warfare capabilities. The incumbent provides strategic and programmatic EW expertise and advises the Secretary, Deputy Secretary, USW(A&S), and ASW(A) on all EW matters. Develops and maintains EW policy for the Department.

Major duties and responsibilities include, but are not limited to: Manages and analyzes the electronic warfare portfolio across the Department to assess cost, schedule, and performance risks to the electronic warfare portfolio. Leverages Departmentwide data to identify capability gaps across Services and working with Services, the Office of the Under Secretary of War for Research and Engineering (USW(R&E)), and other organizations to address these gaps. In those programs for which USW(A&S) is the Milestone Decision Authority, supports the DASW in their role as Overarching Integrated Product Team (OIPT) lead, providing milestone decision support to the USW(A&S) and the ASW(A). Co-Leads the Electronic Warfare Executive Committee and subordinate EW Capability Team to provide senior Department leadership and coordination on EW matters. Maintains deep analytic expertise in EW, including modeling and simulation and physics-based analysis. Correlates needs and funding for programs in the EW portfolio including Special Access Programs (SAP) with technical program opportunities, performance, costs, and schedules. Makes value and cost trade-off selections among competing technologies and resources. Takes action to initiate, support, change direction, or terminate programs with the portfolio. Provides technical direction and integration efforts across DoW components, and synchronize critical electronic warfare capabilities, to include Major Defense Acquisition Programs and related non-program specific capabilities. Directs the professional staff and oversees the management of the activities of the Office of Director for Electronic Warfare. Ensures staff are individually trained and experienced such that they are recognized as the Department's primary Acquisition Corps authorities on the planning, management, system engineering, acquisition strategies, and technical content of major acquisition program portfolios. Works closely with relevant Program Executive Officers to promote sound planning and management of assigned programs. Chairs or represents the DoW, USW(A&S), ASW(A), and DASW on committees, boards, and ad hoc task forces with assignments related to assigned information and integration portfolios. These activities may include other Government agencies, industry and industry groups, and private organizations and may be national or international in character. Prepares studies and analyses as required to support Congressional requirements and to enhance the performance of aforementioned duties. The incumbent reviews foreign developments for possible utilization in U.S. military system acquisition programs.

You must be a U.S. citizen to qualify for this position. All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI). This position requires a Program Management, Advanced, acquisition certification. The incumbent has 48 months to achieve this certification. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
