The Office of Workforce Administration and Management (OWAM) supports DOE mission and program objectives through developing the Department's human capital management framework i.e., policies, procedures, etc., and administering various human capital programs; Leading the Department's union-related activities including, supporting supervisors and managers in their day-to-day engagement with our union partners; Advising and guiding supervisors and managers in effectively leading their staffs by addressing conduct and performance issues and supporting employees and supervisors in reaching reasonable accommodations; and Investigating allegations of inappropriate conduct leading to a hostile or harassing work environment. Your role as the Director for Office of Workforce Administration and Management: Executive Leadership & Strategic Direction: Provide executive leadership and expert policy guidance for Department-wide human capital initiatives, directing the Office of Workforce Administration and Management (OWAM) and framing strategic plans based on objective evaluations of long-term agency goals. Labor & Employee Relations Management: Oversee and direct the Department's labor-management relations, including bargaining unit negotiations, administration of Collective Bargaining Agreements (CBAs), resolution of union-management disputes, and representation of management in third-party proceedings (e.g., MSPB, FSIP, FMCS, and FLRA). Policy Development & Compliance: Evaluate, develop, and implement department-wide human capital policies, ensuring strict compliance with applicable laws, executive and regulatory issuances, and legislative changes while translating regulatory directives into unified DOE strategies. Operational Oversight & Resource Management: Direct internal organization, staffing, budgets, and personnel authorities necessary block to achieve mission objectives; optimize resource allocation and provide technical and administrative supervision over subordinate divisions. Executive Advisement & Advocacy: Serve as the principal executive advisor on complex, highly sensitive issues related to employee conduct, performance, suitability, and labor relations, representing the Department in consultations with key Congressional officials, high-level stakeholders, and external entities.

Must be a U.S. Citizen or National. Subject to a 1-year SES probationary period (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
