Director of Accounting and Finance

Tobosa Developmental Services is looking for a Director of Accounting and Finance to assist in our expanding business.

Essential Functions:

The Director of Accounting and Finance serves as the organization's senior financial leader and strategic business partner to the Chief Executive Officer, and Board of Directors. This position is responsible for the overall financial management of the organization, including accounting, budgeting, forecasting, financial reporting, grant and contract compliance, audit coordination, cash management, and internal controls. The Director ensures the organization's financial practices support its mission, maintain regulatory compliance, safeguard assets, and promote long-term sustainability. As a member of the Executive Leadership Team, the Director contributes to organizational strategy, growth initiatives, and informed decision-making through sound financial leadership.

Key Responsibilities:

Financial Leadership & Strategy

  • Provide strategic financial leadership to support organizational goals and mission delivery.
  • Develop and monitor annual operating and capital budgets.
  • Lead forecasting, financial planning, and scenario analysis.
  • Advise the CEO and Executive Team on financial risks and opportunities.
  • Develop financial strategies that support organizational sustainability.

Accounting & Financial Operations

  • Oversee all accounting functions, including accounts payable, accounts receivable, payroll, general ledger, fixed assets, and month-end/year-end close.
  • Ensure timely and accurate preparation of monthly, quarterly, and annual financial statements.
  • Maintain accounting policies and procedures in accordance with Generally Accepted Accounting Principles (GAAP).
  • Monitor cash flow and liquidity needs.

Grant & Contract Management

  • Manage grant accounting and fund tracking.
  • Ensure compliance with grant restrictions and contractual requirements.
  • Prepare grant-related financial reports for funders and government agencies.
  • Partner with program leaders to monitor grant budgets and expenditures.

Compliance & Risk Management

  • Ensure compliance with federal, state, local, and nonprofit regulatory requirements.
  • Maintain strong internal controls and risk management practices.
  • Coordinate annual financial audits and implementation of audit recommendations.
  • Serve as lead contact for auditors, banks, and regulatory agencies.

Medicaid and Government Funding

  • Oversee Medicaid billing processes and reimbursement tracking for NM DD Waiver and NM FIT Programs
  • Monitor government funding requirements and compliance standards.
  • Ensure accurate reporting for agency contracts and reimbursement programs.

Board & Leadership Support

  • Prepare financial reports and presentations for the Board of Directors and Finance Committee.
  • Participate in board meetings and committee meetings as requested.
  • Provide financial education and guidance to leadership and board members.

Staff Leadership

  • Recruit, develop, supervise, and evaluate finance department staff.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Cross-train team members to ensure operational continuity.

Technology & Process Improvement

  • Lead financial system improvements and automation initiatives.
  • Evaluate financial software and reporting tools.
  • Improve financial reporting processes and operational efficiencies

Minimum Qualifications:

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field required.
  • Seven or more years of progressive accounting and finance experience.
  • Minimum of three years in a supervisory or leadership role.
  • Experience in nonprofit accounting, grant management, or healthcare/human services preferred.
  • CPA, MBA, CMA, or related professional designation preferred.

Preferred Experience

  • Experience with nonprofit fund accounting.
  • Experience managing federal, state, and private grants.
  • Experience working with Medicaid billing and reimbursement programs.
  • Experience presenting financial information to executive leadership and governing boards.
  • Experience managing annual audits and regulatory compliance activities.
