MINIMUM REQUIREMENTS:
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; equivalent education and work experience may be considered.
- Three years of experience in governmental, public-sector, grant, or appropriations management, preferably involving state or federal funding.
- Demonstrated knowledge of accounting principles, financial management practices, and applicable regulatory requirements.
- Proven ability to analyze complex financial data, prepare reports, and present information effectively to various stakeholders.
- Strong written, verbal, and interpersonal communication skills.
- Excellent organizational, leadership, budgeting, financial analysis, and critical thinking skills.
- Proficiency with financial management systems and Microsoft Office applications.
PREFERRED QUALIFICATIONS:
- Master of Business Administration, Finance, Accounting, or a related field.
- Experience working within higher education or another public-sector environment.
- Experience with governmental appropriations, grants administration, or institutional budgeting.
- Supervisory or management experience.
POSITION SUMMARY:
The Director of Business Operations provides leadership and oversight of the College’s business office functions and financial operations. The position is responsible for ensuring the integrity, accuracy, and compliance of financial transactions and processes involving students, employees, vendors, contractors, appropriations, grants, and institutional resources. The Director supports organizational decision-making through financial planning, reporting, analysis, and continuous process improvement while fostering a culture of accountability, service, and operational excellence.
ESSENTIAL FUNCTIONS:
- Develop, implement, maintain, and periodically review financial policies, procedures, internal controls, and business processes.
- Assist with development, monitoring, forecasting, and reporting of annual operating, capital, grant, and special-purpose budgets.
- Monitor financial activity and implement controls designed to minimize organizational risk.
- Ensure compliance with applicable laws, regulations, accounting standards, grant requirements, and institutional policies.
- Provide leadership and guidance to staff in all areas of business office operations.
- Maintain records related to institutional funding from all sources.
- Oversee student account collections, delinquent accounts, write-offs, and related collection activities.
- Maintain and monitor the institutional chart of accounts and oversee monthly bank reconciliations.
- Direct and monitor accounts payable, purchasing, procurement, fixed assets, payroll support functions, and other business office activities.
- Prepare financial reports and analyses for leadership, auditors, and regulatory agencies.
- Coordinate annual audits and serve as the primary liaison for external auditors.
- Maintain business office records and ensure compliance with records retention requirements.
- Lead special financial projects and process improvement initiatives.
- Supervise, mentor, develop, and evaluate direct reports.
- Foster a positive, collaborative, and service-oriented workplace culture.
- Identify opportunities for operational improvements.
- Perform other related duties as assigned.

- Ability to access reliable transportation for travel throughout services region
CLEARANCE REQIREMENTS:
Must be able to obtain the following clearances and training:
- PA Child Abuse History Clearance
- Pennsylvania Access To Criminal History Record Check
- Federal Criminal History Background Check
- Training Certificate - Mandated and Permissive Reporting in Pennsylvania

WORKING CONDITIONS/WORK SCHEDULE:
- Office Location: 300 Second Avenue, Suite 500, Warren, Pennsylvania
- Work hours: 8:30 am to 5:00 pm, Monday through Thursday, and 8:30 am to 4:30 pm Friday
- Full-time salaried employees are expected to work 37 hours weekly
TRAVEL REQUIREMENT
- Infrequent travel required
