Director of Housing Services

At Episcopal Community Services (ECS), employees work with participants who may be experiencing homelessness, behavioral health conditions, substance use challenges, and other difficult life circumstances. While this work is meaningful and mission-driven, it can at times be stressful, demanding, or unpredictable. Employees are expected to exercise sound judgment, remain aware of their surroundings, follow established safety, communication, and de-escalation procedures, participate in all required trainings, and promptly report incidents, threats, injuries, or unsafe conditions, in accordance with ECS policies and procedures.

This position is a fully onsite, client-facing role that requires in-person interaction and direct service delivery to participants at ECS program locations. Due to the essential nature of the duties and the need for consistent in-person engagement with clients, remote work or work-from-home arrangements are not available for this position.

SALARY:

External Candidates: $142,695 - $144,836

Internal Candidates: $146,976 - $149,116 Based on Longevity

POSITION SUMMARY:

The Director of Housing Services provides leadership and direction for ECS’s supportive housing programs for formerly homeless individuals and families. With a services budget of $3.0 million and a staff of 38 FTE positions, the Director of Housing Services ensures the provision of client-centered services, administered professionally, effectively and consistently with ECS’s mission, values and goals, and in accord with public and private funding requirements.

The Director of Housing Services supervises the Support Services Managers at single-adult sites including the Alder, Bishop Swing, Canon Kip, the Coast, the Elm, the Hillsdale, the Mentone and the Rose, serving approximately 830 men and women, and at Canon Barcus family housing, serving approximately 170 individuals, including 80 children and youth.

The Director collaborates with ECS’s asset management, finance, development and other program and administrative staff to ensure effective service delivery, sufficient funding and sound financial management. The Director serves as a member of ECS’s senior management team. The Director represents ECS to public agencies, community groups, and cooperating organizations on matters affecting ECS housing service delivery.

PRIMARY RESPONSIBILITIES:

Programmatic

  1. Plans, organizes and administers ECS’s Housing Services, ensuring housing retention, helping residents meet their health and social needs and achieve their highest level of self-sufficiency, and developing residential community.
  2. Fosters innovative thinking, best practice, cooperation, collaboration and service integration among Housing Services staff and partners, as well as between ECS’s Housing Services and other ECS programs.
  3. Develops, negotiates, and manages effective public and private partnerships for housing, social services, health services and money management.
  4. Maintains efficient, user-friendly client data and reporting systems.
  5. With ECS’s Associate Director, facilitates effective service delivery by development and management of quality assurance and program evaluation systems.
  6. Hires, trains, supports, supervises, evaluates and, when necessary, dismisses program staff.
  7. Provides direct supervision to the three Associate Directors and the Clinical Services Manager.
  8. Supports Housing Services staff by ensuring a work environment marked by positive communication, participation, and opportunity for professional development.
  9. Collaborates closely with the Director of Behavioral Health to support CE staff in delivering excellent services to those with behavioral health needs.

Administrative

  1. Works closely with ECS’s Director of Housing Development and Asset Management to afford residents safe, clean and well-managed housing facilities.
  2. Advises the Executive Director and, at his or her request, the ECS Board of Directors on supportive housing concerns.
  3. Assumes leadership of new Housing Services initiatives.
  4. Participates in regular meetings of ECS’s directors and management staff to promote collaboration and service integration and attends meetings of the ECS Board of Directors, as appropriate.
  5. Represents ECS to community organizations, networks and coalitions to encourage positive and collaborative working relationships, to influence favorable housing policy and to improve service delivery and encourages appropriate staff participation in same.
  6. Collaboratively with ECS’s CFO and finance staff, develops Housing Services budgets to ensure effective financial management of programs.
  7. Assumes lead responsibility for housing-related fund development from private and public sources, researching and writing proposals, and negotiating and reporting grants and contracts, directly and collaboratively with ECS’s Development Department and Finance Department; .
  8. Maintains productive working relationships with key private and public funders.
  9. Ensures full compliance with contracts and regulatory agreements.
  10. May perform other duties as assigned.
