JOB SUMMARY: (Brief Statement of Purpose)

Directs the overall administration, coordination, and evaluation of the Human Resources function and assists with the operational activities of the Business Services Department.

DISTINGUISHING CHARACTERISTICS:

This classification is responsible for management & leadership in adherence to the agency’s policies & procedures, mission and vision within Human Resources and the operational aspects of Business Services.

DUTIES/RESPONSIBILITIES: (illustrative only- Work assignments may vary and will be communicated to the employee by the supervisor.)

Business Services:

  • Assists with the provision of strategic oversight and operational priorities for Business Services to ensure efficient, effective, and customer-focused departmental operations.
  • Provides leadership, direction, and support in the coordination of administrative functions, ensuring alignment with organizational goals, policies, and regulatory requirements.
  • Collaborates regularly with the Director of Business and Finance on matters related to Business Services operations, workers’ compensation, unemployment claims, employee benefits cost analysis, budgeting, and financial planning initiatives.
  • Partners with organizational leaders to evaluate operational needs, identify opportunities for improvement, and implement solutions that enhance efficiency and service delivery.
  • Oversees the development, implementation, and continuous improvement of administrative processes, systems, and procedures to support agency operations.
  • Ensures effective coordination and communication between Business Services, Human Resources, Finance, and other departments to promote operational consistency and collaboration.

Human Resources:

  • Develops and execute an annual HR strategy that aligns with internal organization goals.
  • Develops staffing plans, succession plans and talent strategies
  • Leads investigations involving employee complaints, harassment, discrimination, retaliation, workplace misconduct and policy violations.
  • Oversees disciplinary actions, performance improvement plans and terminations.
  • Ensures consistent development and application of policies across departments.
  • Ensures compliance with federal, state, and local employment laws.
  • Monitors changes to FLSA, FMLA, ADA, OSHA, Arizona employment laws, minimum wage requirements, sick leave, applicable leave laws, among others.
  • Ensures compliance with minimum wage and overtime requirements.
  • Oversees medical, dental, life, and other employment benefit programs.
  • Leads annual open enrollment.
  • Evaluates opportunities to improve benefits while controlling organizational costs.
  • Coordinates workers’ compensation administration and claims.
  • Develops HR reporting and dashboards.
  • Responsible for the full implementation and integration of UKG, specifically, HRIS security, roles/permissions, payroll/HR integrations, reporting and system configuration.
  • Ensures compliance with hiring and background check requirements.
  • Coordinates required compliance training.
  • Tracks mandatory training completion.
  • Develops initiatives to improve employee engagement and retention.
  • Among other duties.

KNOWLEDGE & SKILLS:

  • Intermediate to Advanced proficiency with Microsoft Office, including Microsoft Word, Excel, Outlook, Access, etc.
  • Specialized accounting software and report writers [Sage 50, Employee Navigator, UKG]; proprietary software and report writers [DDDEZ]
  • Organizational development, human resources and program operations

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field, with a minimum of five years of progressive human resources management experience and/or training; or an equivalent combination of education, experience, and professional development.
  • Must successfully complete and maintain required fingerprint clearance and criminal background screening.
  • Demonstrated proficiency in Microsoft Office Suite, including Microsoft Word, Excel, Outlook, and other related applications.

PHYSICAL REQUIREMENTS:

  • This position may require sitting for long periods at times, talking on the phone, standing, kneeling, stooping and long periods of concentration
  • Must be able to lift 15 pounds at times.
  • Must be able to access and navigate each department at the organization’s facilities.

OTHER REQUIREMENTS:

  • Ability to maintain a strict standard of confidentiality in handling sensitive information, reports, and correspondence;
  • This is Exempt, Salary position with a minimum requirement of 32 hours per week.
