Develop site-specific improvement plans, assign responsibility, and track completion and results. Prepare monthly performance reports for the Senior Director.
Systems and data integrity. Ensure site staff enter and maintain accurate, timely data in Yardi and any required agency data systems, so that rent rolls, resident ledgers, work orders, and performance reports can be relied upon. Identify recurring data errors and correct them at the source.
Property transitions and new developments. Support the Senior Director in the rent-up of new developments and the assumption of properties from other operators. Lead site-level transition tasks, including resident file audits, unit inspections, resident communication, staff onboarding, and system setup. Ensure compliance during resident and unit selection and support Property Supervisors throughout the rent-up period.
Compliance, Records, and Resident Rights

Ensure departmental operations comply with applicable legal and regulatory requirements and professional standards.
Monitoring, inspections, and audits. Direct staff in preparing for management reviews, physical inspections (including HQS and NSPIRE standards, where applicable), and lender, investor, and agency audits, and attend these reviews as needed. Review responses to findings or citations, ensure they are submitted on time, and implement corrective actions identified by the Senior Director, auditors, or agencies. Achieve at least satisfactory ratings on all inspections and audits.
Records management. Ensure accurate and current resident files, property records, and reports are maintained at every site, along with records of communications with investors, boards, agencies, and clients.
Resident relations and fair housing. Oversee resident complaints, grievances, and lease violations under approved procedures. Ensure reasonable accommodation requests are received, documented, and routed according to ECS policy, that protections under the Violence Against Women Act (VAWA) are applied, and that language access needs are met. Promote trauma-informed and harm reduction practices in all resident interactions.
Housing retention and eviction prevention. Partner with Services to case conference residents at risk of lease violation or nonpayment before issues escalate. Ensure staff offer payment agreements and connect residents with rental assistance where available, treating eviction as a last resort. Coordinate eviction and other legal matters with authorized leadership and counsel, ensuring compliance with applicable local and state tenant protection laws, including just cause requirements, and complete documentation and follow-up.
Safety, Facilities, and Finance
Incident response and site safety. Lead property management follow-up for site incidents under established response protocols, ensuring timely documentation, escalation, and coordination with Services. Ensure sites are prepared to respond to overdoses, including naloxone availability and staff training; that wellness checks, unattended deaths, and abandoned units are handled according to protocol; and that guest policies, and security vendor services operate as intended. Participate in the management on-call rotation.
Emergency preparedness. Ensure each site maintains a current emergency plan, conducts required fire and life safety drills, and keeps fire, alarm, and elevator systems inspected and in service, coordinating with Facilities on deficiencies. Participate in all Safety Meetings.
Maintenance and property conditions. Coordinate with Facilities and maintenance leaders to prioritize repairs, unit readiness, preventive maintenance, pest control, and inspections. Ensure habitability concerns, including pests and unsafe unit conditions, are addressed through approved procedures. Follow up on unresolved concerns and escalate significant habitability or safety issues.

Team culture and staff wellbeing. Promote open communication, peer support, and constructive conflict resolution. Identify each team’s strengths and challenges to improve effectiveness, and support staff working in high-stress environments through debriefs after critical incidents and connection to available wellness resources.
Cross-department coordination. Work with the Director of Services to define and coordinate the respective roles of services staff and property managers at each site. Coordinate with Facilities, Finance, Asset Management, and Human Resources to resolve operational issues, and manage routine operational matters with partners as delegated.
