Job Description
Director of Safety, Environmental and Regulatory Compliance
Summary:
The Director of Safety, Environmental and Regulatory Compliance is the senior leader responsible for Crystal Flash's companywide safety, environmental, and regulatory compliance strategy. The Director leads three complementary functions, establishes consistent standards, advises executive and operating leaders, and drives risk reduction across transportation, propane, refined fuels, service, bulk plants, facilities, and customer-site operations. The role has authority to stop or correct work that presents an imminent risk to employees, the public, the environment, or the company.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Strategy and Organizational Leadership
  • Develop and execute the annual safety, environmental, and compliance plan, including priorities, resources, performance measures, and improvement targets approved by executive leadership.
  • Advise the Chief Operating Officer, President and CEO, executive team, and operating leaders on material hazards, regulatory obligations, emerging risks, and practical controls.
  • Build a prevention-focused culture in which leaders own safety performance and employees are expected and supported to report hazards, incidents, and near misses.
  • Integrate safety and compliance expectations into operating decisions, capital projects, acquisitions, vendor relationships, and significant organizational change.
Department Leadership and Coordination
  • Lead, coach, and evaluate the Regulatory Compliance Manager, Bulk Plant and Facilities Manager, and Environmental and Safety Programs Manager, with clear objectives, decision rights, service expectations, and measures of success.
  • Coordinate regulatory assurance, environmental programs, training, field support, facility stewardship, and capital improvement through one department plan.
  • Set priorities and allocate people, budget, outside expertise, and technology according to Crystal Flash's most significant risks and business needs.
  • Resolve gaps or overlap among the three functions and ensure significant issues have one accountable owner, a defined action plan, and timely leadership visibility.
  • Develop leadership depth, succession capability, and continuity for critical licenses and technical credentials.
Regulatory and Environmental Oversight
  • Oversee compliance with applicable DOT, FMCSA, OSHA, MIOSHA, environmental, fire, hazardous-materials, and industry requirements.
  • Hold the Regulatory Compliance Manager accountable for the regulatory calendar, required records, audits, corrective-action tracking, verification, and exception reporting.
  • Hold the Environmental and Safety Programs Manager accountable for environmental program execution, assigned company licenses and credentials, technical training, field safety support, and industry engagement.
  • Lead the company's response to significant inspections, inquiries, citations, and agency visits in coordination with executive leadership and legal counsel when appropriate.
  • Ensure regulatory changes are evaluated and translated into timely updates to policies, training, controls, and operating procedures.
Field Risk and Facility Stewardship
  • Maintain sufficient field presence to understand how work is performed, evaluate serious exposures, coach leaders, and confirm that company standards are practical and effective.
  • Approve a risk-based assurance plan covering site audits, driver observations, ride-alongs, facility reviews, and operating assessments.
  • Set expectations for critical controls involving driver qualification, hours of service, vehicle inspections, hazardous materials, product transfer, service work, contractors, emergency preparedness, and facility safety.
  • Hold the Bulk Plant and Facilities Manager accountable for asset condition, preventive maintenance, construction, permitting support, contractor control, peak-season readiness, and capital improvement of company facilities.
  • Ensure new equipment, fleet specifications, facility projects, and operating changes receive appropriate safety and environmental review before implementation.
Incident Management and Continuous Improvement
  • Establish an effective escalation process for serious vehicle, employee, customer-site, product-release, facility, and environmental incidents.
  • Ensure incidents and near misses are reported promptly, investigated to the appropriate depth, and addressed through verified corrective actions.
  • Coordinate high-consequence decisions involving regulatory reporting, post-accident testing, evidence preservation, communications, legal counsel, and restoration of operations.
  • Use incident, claim, audit, training, vehicle, and environmental data to identify trends, focus resources, and report performance to leadership.
Authority
  • Access records, locations, systems, and employees reasonably necessary to evaluate risk and department performance, subject to company confidentiality and access policies.
  • Require immediate protective measures when a condition presents a serious or imminent risk and direct the accountable leader to establish safe interim controls.
  • Assign accountable owners, require documented corrective-action plans and completion evidence, establish deadlines, and escalate unresolved or material issues to the Chief Operating Officer.
  • Direct temporary work restrictions or an operational pause within delegated authority. Emergency stop-work authority follows company policy; significant or extended operating shutdowns are coordinated with the Chief Operating Officer and affected executive leaders.
Measures of Success
  • Annual targets will be established through Crystal Flash's safety and compliance scorecard. Key measures include:
  • Serious incident, preventable vehicle-event, employee injury, claim, and property-loss trends.
  • Regulatory and environmental performance, audit readiness, and timely permit, reporting, investigation, and corrective-action completion.
  • Training and field-assurance effectiveness, leader ownership, employee reporting, facility reliability, and peak-demand readiness.
