Director of Studio and Production Operations
Position is located in Voice of America (VOA), Broadcast Operations Division, Programming Directorate. Incumbent provides administrative, managerial and policy oversight of the day-to-day operations of VOA's Studios/Master Controls and Production Services Divisions; is responsible for 24/7 audio/video production and operations, including budget formulation, planning, and monitoring progress; and ensures that production and operational staffing, workflows, and capabilities meet the needs of VOA.
As the Director of Studio and Production Operations, you will be responsible for duties to include, but are not limited to: Directs VOA's studio, master control, traffic, central editing, and field production 24/7 operations: Creates and implements standards for production and operational workflows designed to use digital and broadcast technologies for maximum efficiency, effectiveness, and ease of operation. Manages, creates, and implements flexible staffing, resourcing, and workflow models that seamlessly support expanding creative production needs. Trains production, journalistic, and operational staffs in new and existing workflows created in support of production initiatives, broadcast production automation, and other new technologies VOA may acquire. Creates and implements high standards for studio workflows and the use of operating equipment in studios, remote centers, and on location. Looks for opportunities for consolidation of organizational units for greater efficiency and serves as management member of the VOA union/management negotiating team. Manages and tracks the use of all production assets, including studios and personnel. Manages and synchronizes daily production schedules and studio staff schedules, overseeing production processes and operations to ensure all production assignments are completed on deadline. Measures and monitors the quality of VOA's productions and operations, and provides regular reports. Works closely with VOA's programming and technical management to implement practices and workflows that bridge the needs of content creators and of VOA's production and operational personnel to deliver responsive, producer-centric, high-quality services to VOA journalists, employees, partner agencies, and the public. Participates in the problem-solving process of software, hardware, and network issues in VOA's IT and broadcast technology environment. Meets regularly with the VOA Chief Digital Officer's technology operations team and with the VOA Director for Programming concerning areas of opportunity or concern. Aligns VOA studio and production operations with VOA digital technology operations. Directs the design of studios and control rooms to best use space available and implement production automation at all levels of the process. Stays abreast of international broadcasting developments to advise and assist in the implementation of decisions that will impact VOA programming. Manages a large workforce of employees and contractors through subordinate supervisors: Directs a major program segment with significant resources; Assures equity of performance standards and rating techniques developed by subordinate supervisors and managers; Evaluates subordinate supervisors and serving as the reviewing official on evaluations of subordinate supervisory and nonsupervisory employees rated by subordinate supervisors; Assures equity in the assessment by subordinates of the adequacy of contractor capabilities and of contractor completed work; Making decisions on work problems presented by subordinate supervisors Makes or approves selections for subordinate supervisory and nonsupervisory positions; Hears and resolves group grievances and serious employee complaints; Reviews and approves serious disciplinary actions involving supervisory and nonsupervisory subordinates; Provides performance management, staffing, training, and coaching of positions supervised to ensure fair and equitable treatment of all employees.
