Director Technology and Data Services

The Director, Technology and Data Services position is located in the Department of Homeland Security (DHS), DHS Headquarters, Office of Intelligence and Analysis (I&A). I&A is a unique member of the U.S. Intelligence Community (IC). I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland.

The Directorate of Technology and Data Services (TDS) delivers DHS with intelligence mission systems and services that enable secure information sharing, collaboration, and analysis within DHS and across Federal, SLTT, and private sector partners. TDS operates the DHS Top Secret/SCI network; develops mission solutions for I&A intelligence and business operations; and facilitates access to and usability of data and analytics across DHS, IC, Federal, and SLTT stakeholders. The Director of TDS is the Chief Information Officer for the Office of Intelligence and Analysis. Specific responsibilities include: Provides executive leadership for the TDS workforce, including overseeing talent acquisition, professional development, and ensuring a fair, equitable, and inclusive work environment where employees can thrive. Promotes and shapes effective strategic and operational IT planning process that integrates the budget process, implements priorities established by the I&A Under Secretary and Deputy Under Secretary, and fully integrates with the Department's and the Intelligence Community's strategic plans. Oversees planning, programming, budgeting, and execution of the architecture, acquisition, and operation of the information technology and data services critical for DHS's intelligence mission. Oversees the design, operation, and maintenance of the nationwide DHS Top Secret/SCI network to ensure a fully secure and available network. Develops, issues, monitors, and enforces compliance with policies, guidance, and standards applicable to all TS/SCI IT hardware, software and telecommunications located within DHS SCI Facilities. Maintains security and interoperability with other classified systems across the Government and with systems operated by Federal, State, local and foreign partners. Drives innovation and improvement for delivery of IT and data services in support of I&A operational needs and business and management efficiency. Adopts industry best practices and other Federal or Intelligence Community solutions to meet I&A needs. Leads the effective management of information resources by advocating cross-organizational program innovation and process improvements; ensuring program process are modernized to take full advantage of IT solutions; developing and promoting architecture and standards-based IT; enabling cost efficient and effective use of IT; and exercising principles of effective IT capital planning and investment analysis. Supports the Under Secretary for Intelligence and Analysis in their role as the Senior Information Sharing Executive for the Department. Chairs the DHS Intelligence System Board (ISB) to oversee information technology acquisition across the DHS Intelligence Enterprise, and for ensuring acquisitions comply with standards, guidance, regulation, and statutes. Serves as the I&A approving authority for cost, schedules, and performance criteria for contracts and agreements for IT services with other government agencies. Leads and manages data analytics and governance efforts by overseeing and directing team of data scientists and IT developers that work closely with DHS Intelligence data owners and mission operators. Administers a review process for data and information sharing access agreements with national security partners to ensure appropriate application of privacy, civil liberties, and intelligence oversight policy and regulation, as well as technical standards.
