The Director of Youth and Housing Supportive Services provides strategic leadership, operational oversight, and programmatic direction for Youth and Young Adult Services, Housing Supportive Services, and Kinship programs. This role is responsible for advancing the vision, growth, and impact of these service areas through the development and implementation of high-quality, evidence-informed programs that support individuals and families across Eastern Washington. The Director cultivates and maintains strong partnerships with key funding agencies, system partners, and community stakeholders to further the mission and expand service delivery. This position oversees multiple programs and operating budgets while providing direct supervision and leadership to operational managers. In partnership with managers and data professionals, the Director ensures accurate data collection, reporting, and compliance with funder requirements. The Director leverages program performance and outcome data to drive continuous quality improvement, identify opportunities to enhance service delivery, support strategic decision-making, and evaluate potential program growth and expansion initiatives.

Responsibilities:

Provide strategic and operational oversight for assigned programs

  • Demonstrate passion and vision for work with at risk, alumni of and enrolled youth in foster care, young adults experiencing homelessness, kinship families, adults experiencing homelessness, and program participants experiencing substance use or mental health disorders
  • Develop and oversee budgets for all assigned contracts and funding sources
    • Maximize program capacity and service delivery within available operational, programmatic and direct assistance funding
    • Monitor, approve, and manage expenditures in accordance with approved budgets, funding requirements, and contract guidelines
    • Partner with Controller and Finance Department to ensure timely and accurate invoicing, financial reporting, and reimbursement requests.
    • Analyze financial performance and funding utilization to inform strategic decision-making, sustainability planning, and program growth opportunities.
  • Ensure all program services, administrative guidelines, and contract deliverables are met, including monthly and quarterly reporting
  • Serve as a key representative of Catholic Charities by fostering strategic partnerships and participating in local, regional and statewide forums to advance system collaboration, influence policy and practice, and strengthen service delivery for youth, young adults, kinship caregivers, and individuals experiencing homelessness.
  • Develop and maintain all pertinent policies and procedures related to programming

Develop a culture of growth for staff and provide coaching, supervision and professional development

  • Lead recruitment, hiring, onboarding, and staff development efforts in partnership with Human Resources, ensuring alignment with the mission, values, and culture of Catholic Charities.
  • Model and foster an inclusive, mission-driven culture where employees feel valued, respected, and empowered to succeed.
  • Set clear expectations for managers to cultivate positive team dynamics, promote belonging and diverse perspectives, uphold Catholic Charities' values, and maintain a culture of accountability, excellence, and high performance throughout their teams.
  • Provide ongoing coaching and supervision to managers and emerging leaders through regular supervision, quarterly shadowing, performance evaluations, and review of supervision practices to ensure effective leadership, staff development, and service quality.
  • Provide supportive supervision to program staff as needed and to cover for Manager absences or staffing gaps.
  • Provide ongoing professional development opportunities to staff

Ensure Evidence of Based Practices are provided to fidelity

  • Implement all components of the EBPs in accordance with program contract and model
  • Ensure proper training of staff to ensure model fidelity
  • Analyze data on fidelity and outcomes to identify areas for improvement

Perform other duties as assigned

  • Participate in supervision, team meetings, committees, and training as required
  • Facilitate program integration with other services within Catholic Charities
  • Complete proposals, grants, or other opportunities to sustain or increase program funding or expansion of aligned services as directed
