About the Program
A stable, prosperous, peaceful, and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues.
The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of three separately designed programs including: Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP), and the Western Province Partnership (WPP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.
The APSP also includes the Subnational Governance Implementation Plan (SGIP) that proposes a scalable foundational delivery model of subnational engagement. The SGIP is referenced in the APSP Contract and Strategic Framework as the continuation of the current network of subnational advisers (SNA) in the Western Province, Highlands, Sepik’s and Morobe.
There are five high level outcomes which span all programs:
Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province
Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts.
Output three: Technical assistance targeted at key institutions and policy reforms.
Output four: Rapid programming of resources in support of DFAT priorities.
Output five and six: Analysis, learning, and adaptation.
Managed by Abt Global under a single contract from 2026 -2030, the centralized approach is aimed to ensure and drive value for money by realizing back-office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.
About the Opportunity
The Driver and Administration Officer is primarily responsible for all driving-related tasks for the Morobe, SGIP (APSP) related activities including assisting other programs as well where required.
The Driver is required to ensure that the office vehicle is maintained according to the vehicle policy and procedures in the operations manual and provide any logistical support as required for field activities.
The Driver will also support logistics and administration tasks within the office
Key responsibilities
The Driver and Administration Officer is responsibilities for:
Carry out all program-related driving tasks as required, ensuring staff, consultants and visitors are transported safely and on time.
Ensure compliance with fleet policy and procedures at all times.
- Assist in driving and/or accompanying SGIP (APSP) Support Project staff during field, town and airport movements as needed.
- Maintain daily vehicle movement log books for all journeys, mileage, fuel and oil purchases.
- Ensure vehicle documents are current, including safety sticker and registration.
- Maintain vehicles in clean, tidy and roadworthy condition, including regular checks of engine, tyres, tools and equipment.
- Complete vehicle pre-checks before travel and provide copies to the immediate supervisor for filing.
- Deliver and collect freight, payments, documents and mail as directed.
- Attend to after-hours call outs when required.
- Report all security incidents, vehicle accidents, malicious damage, theft from vehicles and vehicle defects immediately to the relevant supervisor.
- Support staff dealing with emergency situations as directed.
- Purchase fuel for vehicles in accordance with relevant policy.
- Provide logistics, administration and general office support as tasked.
- Maintain communication and provide direction, location with contractors, security and Lae office during field trips.
- Assist media team in organizing, photographing, distributing and collecting concern forms.
- Assist in data collection and reporting to the program manager
- Support logistics arrangement for meetings, workshops, trainings, field trips, including room set-up, equipment movement and distribution of material.
- Assist with checking, counting materials, packing and distributing materials and other supplies to project sites and locations as required
- Support with other reasonable duties as directed.
Key Deliverables
- Vehicle logs are updated daily, including mileage, journeys and fuel or oil purchases.
- Vehicle pre-checks are completed before travel and records are provided to the immediate supervisor.
- Vehicles are kept clean, tidy, secure and roadworthy.
- Vehicle, safety and security incidents are reported in a timely manner.
- Driving support is provided for field activities, project activities, visiting consultants and advisers.
- Freight, payments, documents and mail are delivered or collected as directed.
- General office, logistics and administration support is provided as tasked.
- The Driver works collaboratively with other Morobe program staff, drivers and the broader Abt PNG Management Services team.

About You
Qualifications
- Grade 10, TVET certificate or equivalent
- Valid Class Six (6) Driver’s licence and relevant administration qualification is preferred.
- Experience and local knowledge an advantage but not a requirement
Knowledge
- Knowledge of operational compliance and administration
- Fair understanding of road and climate conditions in rural settings
- PNG Road Traffic Regulations
- Basic vehicle Pre-checklist inspection
Skills/Experience
- Three years relevant experience
- SDT-Safe Driver training
- Ability to work independently and as part of a multi-cultural team.
- Good communication, interpersonal, and problem-solving skills.
- Excellent time management and organisational skills.
- High level of attention to detail.
