Position Purpose:

The Early Intervention (EI) Subcontractor Network Manager is responsible for overseeing the operational performance, quality, compliance, and utilization of subcontracted Early Intervention Providers supporting children birth through 2 years of age and their families who have been determined eligible for EI Services. This position serves as the primary liaison between RMHS, EI Colorado and subcontracted EI Providers, ensuring service delivery aligns with program requirements, contractual expectations, quality standards, and organizational goals.

The EI Subcontractor Network Manager supports provider network development, monitors service access and utilization, coordinates provider onboarding and performance management activities, and collaborates with internal departments to ensure efficient, high-quality service delivery for children and families receiving Early Intervention services.

Essential Duties

  • Develop and maintain an adequate network of high-quality Early Intervention subcontracted direct service providers.

  • Coordinate recruitment, onboarding, credentialing, orientation, and ongoing engagement of subcontracted providers.

  • Monitor provider capacity, utilization, and service availability to support timely access to services.

  • Provide ongoing support and technical assistance to EI Subcontractors by attending Transdisciplinary Team meetings, through office hours, ongoing communication of newsletters, etc.

  • Ongoing collaboration with Contracts and Compliance Team to ensure subcontractors meet and maintain contractual requirements, program standards, documentation requirements, and applicable regulations.

  • Monitor subcontractor performance, service quality, and customer satisfaction indicators.

  • Support and coordinate EI service referrals to subcontracted providers by collaborating with EI Service Coordinators, Supervisors, and staff to support timely service delivery.

  • May participate in evaluations, assessments, IFSP’s and/or intervention services in area of professional expertise as needed to support department needs

  • Ongoing collaboration with DBH Program Managers to ensure consistency of program updates, process changes, and timeliness of communication to subcontractors.

  • Assist with budget monitoring, forecasting, and fiscal oversight related to subcontracted services.

  • Collaborate with Revenue Cycle to ensure timeliness and accuracy in billing and documentation to support compliant billing of EI Services.

  • Serves as primary program contact related to RMHS, Denver Health Medicaid Choice, and CDEC credentialing.

  • Serves as primary program contact for EVV implementation.

  • Participate in contract development, renewals, amendments, and vendor management activities.

  • Develop and maintain policies, procedures, workflows, and resource materials related to subcontracted services.

  • Support audit preparation, monitoring reviews, and accreditation activities as applicable.

  • Coordinate outreach and relationship-building efforts with provider partners and community stakeholders.

  • Lead assigned projects and service improvement initiatives, including development of project plans, timelines, accountability measures, and implementation strategies.

  • Collaborate with department leadership to develop and implement operational improvements that enhance service quality based on feedback from families and/or other team members.

Knowledge, Skills and Abilities

  • Knowledge of Colorado Early Intervention and Federal Part C rule and regulations as they pertain to position, including HIPAA, scope of practice, documentation standards, ethics, etc.

  • Strong knowledge of provider network management, contract oversight, and EI service delivery operations.

  • Knowledge of developmental disabilities, behavioral health services, and early intervention programs

  • Familiarity with Colorado’s Early Intervention service model of Team EI Colorado and Coaching.

  • Commitment to best practices in Early Intervention, such as family-centered care, natural environments, routine based interventions, and strength-based assessments

  • Ability to develop and maintain collaborative relationships with internal and external stakeholders.

  • Strong organizational, project management, and problem-solving skills.

  • Ability to analyze operational data and utilize information to improve service delivery.

  • Excellent communication, facilitation, and relationship management skills.

  • Ability to manage multiple priorities and competing deadlines.

  • Ability to handle confidential and sensitive information appropriately.

  • Extensive Microsoft Office skills including Outlook, Word, Excel, PowerPoint, and Teams.

  • Ability to work independently with minimal supervision.
