EEO Complaint Specialist
This position is located in the General Services Administration (GSA), Office of Civil Rights (OCR), Complaint Processing Branch (CPB). The incumbent serves as an Equal Employment Opportunity (EEO) Specialist responsible for managing discrimination complaints from initial intake through final resolution, including counseling, acceptance/dismissal determinations, and oversight of contract investigations. We are currently filling two vacancies, but additional vacancies may be filled as needed.
Conducts initial intake and counseling for complex discrimination complaints involving multiple bases, systemic issues,or senior-level officials. Applies a broad range of fact-finding and analytical techniques to ensure claims, bases, and theories of discrimination are properly identified. Processes formal complaints of discrimination to include acceptance/dismissal determinations, amendments to investigations, approval of investigative plans, legal sufficiency reviews of investigative reports, and preparation of less complex final orders. Handles individual/class complaints of discrimination that are often difficult and complex in nature. Designs, develops, and conducts specialized briefings, orientations, and training for managers, supervisors, and employees on Equal Employment Opportunity (EEO) complaint processes and procedures. Provides timely responses to requests for data or other information from the Office of General Counsel and contract Equal Employment Opportunity (EEO) investigators in relation to EEO complaints. Serves as a consultant and advisor to Office of Civil Rights (OCR) and GSA staff and management officials regarding investigations, affidavits, and hearings.
