EHS Engineer

The scope of services includes Project Management works for Buildings Project, based at Mumbai, India. Role extensively involves supporting client and Safety manager in review and supervision works.

  • Conduct daily site safety inspections across all work fronts including superstructure, façade, MEP, and fit-out zones.

  • Verify that the Contractor's Method Statements and Risk Assessments (MSRA) are approved prior to commencement of high-risk activities.

  • Monitor permit-to-work (PTW) systems for hot works, confined space entry, excavations, working at height, and electrical isolation.

  • Ensure Task Hazard Analysis (THA) / Job Safety Analysis (JSA) are completed and communicated to workers before every critical task.

  • Observe and evaluate crane and hoist operations, formwork, shoring, and scaffolding inspections for compliance.

  • Prepare and submit Daily HSE Site Observation Reports to the PMC HSE Manager documenting findings, non-conformances, and corrective actions.

  • Maintain and update the HSE Non-Conformance Register (NCR), tracking open items to closure.

  • Compile Weekly and Monthly HSE Performance Reports including leading and lagging indicators.

  • Maintain statistical records of incidents, near-misses, unsafe acts, and unsafe conditions.

  • Contribute to the Monthly Hill International PMC Project Progress Report — HSE chapter

  • Act as first responder coordinator for site incidents, ensuring immediate preservation of evidence and notification of PMC leadership.

  • Lead or assist in incident investigations (root-cause analysis) and review Contractor's investigation reports for technical adequacy.

  • Ensure corrective and preventive actions (CAPAs) from incidents are tracked, implemented, and closed within agreed timelines.

  • Maintain records of all incidents in alignment with RIDDOR or applicable local regulatory reporting requirements.

  • Plan and execute scheduled and unannounced HSE audits of the Contractor's site operations, safety management systems, and sub-contractor activities.

  • Conduct scaffolding, false work, and temporary works inspections in coordination with the structural team.

  • Inspect PPE compliance, housekeeping standards, material storage, and waste management practices.

  • Participate in joint PMC-Contractor HSE Committee meetings and record minutes and action items

  • Promote a proactive safety culture on site by engaging workers through behavioural safety observations.

  • Facilitate safety awareness campaigns, zero-harm initiatives, and reward/recognition programmes.

  • Review the Contractor's training matrix and verify that all workers hold valid certifications for their assigned roles.

  • Identify training gaps and recommend corrective actions to the Contractor.

  • Verify the adequacy and maintenance of firefighting equipment, first-aid stations, and emergency assembly points.

  • Participate in emergency drills (fire, evacuation, medical) and review the Contractor's drill reports.

  • Ensure emergency response contact lists are current and posted at key locations across the site.

  • Bachelor's Degree (B.Sc. / B.Eng./Diploma) in Civil Engineering, Safety Engineering, Environmental Engineering, or a related discipline from an accredited university.
  • NEBOSH International Construction Certificate (or NEBOSH IGC)

  • IOSH Managing Safely or equivalent

  • First Aid at Work (valid certification)

  • Minimum 7 to 10 years of progressive, post-graduate experience in construction safety, with the following specific requirements:

  • Minimum 5 years of hands-on experience as a Safety Engineer or Safety Officer on high-rise or mega-building construction projects (above 20 floors).

  • Proficient in ISO 45001:2018 OHS Management Systems and OHSAS 18001.

  • Working knowledge of OSHA standards (29 CFR 1926 — Construction Industry) and BS EN standards relevant to construction safety.

  • Familiar with CDM (Construction Design & Management) Regulations and their PMC applicability.

  • Competent in the application of NFPA codes, IBC fire life safety provisions for high-rise structures.
