EHS Manager

Responsibilities

• Provide overall leadership, governance and management of the Company's Environmental, Health and Safety (EHS) policies, standards, procedures and initiatives across Southeast Asia (SEA), ensuring alignment with applicable legislation, regulatory requirements, codes of practice, client requirements and Company EHS standards.
• Serve as the key EHS focal point across business functions, including Engineering, Project Management, Operations, Fabrication/Manufacturing and Construction/Site activities, providing professional advice, guidance and oversight on EHS matters.
• Develop, implement and continuously improve the Company's EHS strategy, objectives, programs and management systems in alignment with business objectives and applicable legal and contractual requirements.
• Engage senior management, functional leaders, project teams and employees to strengthen EHS leadership, accountability and a proactive safety culture throughout the organization.
• Provide leadership, direction and performance management to the EHS team, including setting objectives, monitoring performance, providing coaching and conducting periodic performance reviews.

Legal Compliance & EHS Management System

• Develop, implement, maintain and continuously improve the Company's EHS Management System to ensure effective management of occupational health, safety and environmental risks across business operations.
• Monitor applicable EHS legislation, regulatory requirements, codes of practice and industry standards within the relevant SEA operations and ensure appropriate compliance actions are implemented.
• Establish and maintain EHS policies, procedures, standards, guidelines, checklists and other controlled documentation required to support Company operations.
• Prepare, maintain and periodically review the Company EHS Handbook to ensure it remains current, practical and suitable for office, fabrication, project and field/site activities.
• Support internal and external EHS audits, client audits and regulatory inspections, and ensure findings and corrective actions are appropriately tracked through closure.

Fabrication / Manufacturing EHS

• Provide EHS leadership and oversight for fabrication and manufacturing operations, working closely with Operations and Functional Leaders to maintain a safe and compliant working environment.
• Ensure appropriate hazard identification, risk assessment and control measures are established for fabrication activities, machinery, lifting operations, welding/hot work, chemical handling, material handling and other operational activities.
• Conduct and/or oversee planned and unannounced workplace inspections, audits and safety observations to identify unsafe conditions, unsafe behaviours and opportunities for improvement.
• Ensure identified EHS risks, observations and non-conformities are communicated to responsible parties, and corrective actions are monitored through satisfactory closure.

Project & Construction Site EHS

• Provide EHS leadership, technical advice and governance to multidisciplinary project and construction teams across SEA throughout site mobilization, execution, commissioning and demobilization.
• Support Project Management and Construction/Site Management in establishing project-specific EHS plans, requirements and controls in accordance with Company standards, contractual obligations, client requirements and applicable local regulations.
• Review project EHS requirements during project planning and execution and ensure appropriate EHS resources, competency and controls are identified based on project risk and complexity.
• Provide oversight of contractor and subcontractor EHS performance and support project teams in ensuring contractors comply with Company, client and statutory EHS requirements.
• Participate in project/site EHS inspections, audits and management reviews as required and provide recommendations for improvement.

Risk Management, Incident Management & Emergency Preparedness

• Establish and promote systematic hazard identification, EHS risk assessment and implementation of appropriate risk controls across Company operations and projects.
• Provide oversight and support for investigations of incidents, accidents, near misses, dangerous occurrences, occupational illnesses and environmental events, ensuring root causes are identified and effective corrective and preventive actions are implemented.
• Monitor incident trends and recurring issues and recommend preventive measures and improvement initiatives to management.
• Ensure appropriate emergency preparedness and response arrangements are established, maintained, communicated and periodically tested for relevant facilities and project/site operations.

Training, Competency & EHS Awareness

• Develop and implement EHS learning, competency and awareness programs for employees, workers and, where applicable, contractors and subcontractors.
• Manage EHS orientation and induction programs for new and existing employees, including communication and implementation of the Company EHS Handbook and applicable EHS requirements.
• Identify EHS competency and training requirements based on job responsibilities, operational risks, legal requirements and project requirements.
• Promote behavioral safety, employee engagement, hazard reporting, near-miss reporting and proactive intervention throughout the organization.

EHS Performance, Reporting & Continuous Improvement

• Establish, monitor and report EHS objectives, KPIs and performance indicators across facilities, operations and projects.
• Analyze EHS performance data, incidents, observations, audit findings and leading/lagging indicators to identify trends, risks and opportunities for improvement.
• Prepare periodic EHS performance reports and management updates, highlighting key risks, incidents, compliance status, improvement actions and areas requiring management attention.
• Drive corrective actions and continuous improvement initiatives arising from incidents, inspections, audits, management reviews and lessons learned.
• Support the development of annual EHS plans, budgets and resource requirements necessary to achieve Company EHS objectives and strategic priorities.
• Perform other EHS-related responsibilities as required to support the Company's operations, projects and continuous improvement objectives.

EHS Management Across Regional Company & Project Sites

• Establish and maintain a common regional EHS framework across Company facilities and project sites, including minimum standards, compliance requirements, performance measurement and reporting requirements.
• Ensure regional EHS requirements are consistently applied across SEA operations while addressing applicable country-specific legislation, regulatory requirements, client requirements and project contractual obligations.
• Lead periodic regional EHS reviews with Management, Project Managers, Construction/Site Managers and relevant Functional Leaders to identify significant risks, compliance gaps, recurring issues and improvement priorities.
• Establish a common regional platform for EHS benchmarking and sharing of best practices across Company facilities and project sites.
• Facilitate the sharing of EHS lessons learned, safety alerts and good practices across regional operations and projects to prevent recurrence and promote continuous improvement.
• Coordinate and maintain appropriate liaison with relevant local authorities and regulatory agencies, including occupational safety and health authorities, environmental authorities, local councils, Fire & Rescue authorities, Police and other agencies as required.
• Monitor applicable environmental performance and emissions across regional facilities and project sites in accordance with regulatory, permit, client and Company requirements.
• Ensure required environmental monitoring, records, reporting and regulatory submissions are maintained across the relevant regional operations.
• Identify common or systemic EHS risks and trends across the region and recommend regional improvement programs or initiatives to Management.
• Support regional facilities and project teams during regulatory inspections, client EHS audits and external EHS assessments, including coordination of responses and follow-up actions.
• Perform other EHS-related duties as assigned by the Department Head or Management, consistent with the responsibilities and authority of the position.

Requirements

• Bachelor's degree in HSE related field is preferred.
• Minimum 10 years of experience in EPC projects HSE management field (including site installation & commissioning) is essential.
• Good interpersonal skills with a positive attitude.
• Able to work under pressure with tight deadlines.
• Proactive, initiative-driven, meticulous working attitude, and a team player.
• Good communication skills and proficiency in English communication is essential.
• Proficiency in Microsoft Word, Excel, and PowerPoint is essential.
• Good knowledge and experience of Microsoft Project software is preferred.
