Emergency Services & Security Manager
Summary of Position
The Emergency Services and Security Manager leads the facility's emergency preparedness, emergency response, and security programs to protect the community, environment, plant personnel, assets, and operations. This role oversees the Emergency Response Team (ERT), ensures compliance with applicable regulatory requirements, and maintains readiness to respond to hazardous material incidents, fires, medical emergencies, security threats, and other crisis situations. The position works closely with site leadership and external agencies to promote a safe, secure, and resilient manufacturing environment.
Essential Duties and Responsibilities
- Lead and manage the facility Emergency Response Team (ERT) in compliance with applicable OSHA and EPA requirements.
- Develop, implement, and maintain emergency response plans, procedures, and preparedness programs.
- Ensure readiness for hazardous material incidents, fires, medical emergencies, confined space rescues, severe weather events, utility disruptions, and other plant emergencies.
- Maintain emergency response equipment, vehicles, PPE, and specialized response resources.
- Organize and conduct emergency drills, exercises, tabletop scenarios, and response evaluations.
- Coordinate emergency preparedness activities with local fire departments, law enforcement, emergency medical services, emergency management agencies, and mutual aid partners.
- Serve as Incident Commander or other designated Incident Command System (ICS) position during emergency events.
- Ensure ERT members maintain required qualifications, certifications, and competencies.
- Develop and deliver emergency response, security awareness, and crisis management training.
- Provide technical guidance and leadership during drills, exercises, and emergency events.
- Mentor ERT members and support succession planning for emergency response leadership roles.
- Promote a culture of emergency preparedness, security awareness, and operational excellence throughout the facility.
- Develop and administer physical security, access control, visitor management, and workplace violence prevention programs.
- Oversee contract security personnel and security service providers.
- Conduct security assessments and implement measures to protect personnel, assets, information, and operations.
- Manage response procedures for bomb threats, suspicious packages, unauthorized access, active threats, and other security incidents.
- Investigate security incidents and recommend corrective and preventive actions.
- Support site business continuity, crisis management, and disaster recovery planning efforts.
- Coordinate emergency communications and stakeholder notifications during incidents.
- Lead post-incident critiques, after-action reviews, and continuous improvement initiatives.
- Assist site leadership in emergency planning and risk mitigation strategies.
Skills
- Thorough knowledge of OSHA and EPA emergency response requirements.
- Strong understanding of Incident Command System (ICS) and emergency management principles.
- Knowledge of hazardous materials response, industrial firefighting, emergency medical response, and rescue operations.
- Understanding of industrial security, access control systems, surveillance systems, and workplace violence prevention.
- Knowledge of Process Safety Management (PSM) and Risk Management Program (RMP) principles.
- Strong investigation, problem-solving, and root cause analysis skills.
- Effective verbal and written communication skills.
- Ability to manage multiple priorities during both routine operations and emergency situations.
- Proficiency with Microsoft Office applications and emergency management software systems.

Physical Requirements
- Ability to walk manufacturing floors for extended periods.
- Ability to climb ladders and work around production equipment.
- Lift up to 40 pounds occasionally.
- Wear required PPE including safety glasses, steel-toe footwear, hearing protection, and respiratory protection when required.
Education / Qualifications / or Experience
- Bachelor's degree in Emergency Management, Fire Science, Occupational Safety, Environmental Science, Criminal Justice, Industrial Technology, Engineering, or equivalent experience.
- Seven (7) or more years of industrial emergency services, fire brigade, hazardous materials response, or security management experience.
- Experience managing emergency preparedness and response programs in a manufacturing, chemical, energy, mining, battery, or other industrial environment.
- Experience leading emergency incidents and coordinating with external emergency response agencies.
- Working knowledge of OSHA emergency response requirements and applicable regulatory standards.
- Previous supervisory or management experience.
- Experience supporting OSHA Process Safety Management (PSM) or EPA Risk Management Program (RMP) regulated facilities.
- Strong communication, leadership, and organizational skills.
- Proficiency with Microsoft Office and safety management software.
