Employee Resource Manager - Gallagher Services

Catholic Charities of Baltimore, Gallagher Services is seeking an Employee Resource Manager to oversee workforce operations, staffing optimization, PRN workforce management, compliance tracking, and workforce analytics across agency programs. This position is responsible for monitoring staffing levels, overtime utilization, workforce trends, and employee availability to ensure operational efficiency, regulatory compliance, and effective resource allocation. The Employee Resource Manager partners with program leadership, Human Resources, and Finance to develop workforce strategies, maintain accurate staffing records, and provide data-driven recommendations that support organizational goals. The work schedule is 37.5 hours per week Monday to Friday.
Gallagher Services provides residential and meaningful day supports to adults with intellectual and developmental disabilities. We are a Council on Quality and Leadership (CQL) accredited agency that utilizes a person-centered approach to deliver services that support people in living the life of their choice. Supports and services are funded through the State of Maryland Developmental Disabilities Administration.
JOB DUTIES & RESPONSIBILITIES:
- Leads PRN workforce operations by maintaining accurate records of staff availability, qualifications, assignments, and utilization, ensuring programs have appropriate coverage and that PRN resources are deployed efficiently to meet service needs.
- Monitors staffing capacity, vacancies, and workforce utilization across programs and provide forecasting and analysis to leadership, supporting timely recruitment, retention planning, and operational continuity.
- Manages all PRN staff including, but not limited to, recruiting new hires, onboard new employees, and conducting performance reviews, ensuring accountability and effective team performance.
- Manages overtime utilization by reviewing workforce data, identifying trends, and partnering with program leadership to implement cost-control strategies that maintain required staffing levels and service delivery standards.
- Develops, tracks, and analyzes workforce performance, productivity, attendance, and compliance metrics, ensuring leadership has reliable data to evaluate staffing effectiveness, identify operational trends, and support continuous improvement.
- Prepares and distributes monthly workforce management reports summarizing key indicators, including staffing trends, daily hours worked, overtime, vacancies, attendance patterns, credential compliance, and other workforce metrics to support informed leadership decisions.
- Maintains accurate workforce records, including the Slot List, employee call-out log, CMT roster, schedule changes, and status changes, ensuring leadership, Human Resources, Finance, and payroll have timely information to support staffing, compliance, and payroll accuracy.
- Coordinates timely and accurate posting of job openings with hiring managers, Human Resources, and Finance, reducing recruitment delays and supporting consistent candidate experience.
- Collaborates with program and department leaders, Human Resources, Finance, and other stakeholders to resolve workforce challenges, support timely communication, strengthen staffing practices, and ensure alignment with organizational standards, compliance expectations, and operational goals.
- Reviews workforce practices, identifies process gaps or inefficiencies, and recommends practical improvements that strengthen staffing operations, workflow, productivity, and service delivery.
- Performs other duties as assigned.
EDUCATION & EXPERIENCE REQUIREMENTS:
- High school diploma or GED required.
- Three (3) years of related administrative, workforce coordination, scheduling, staffing, HR support, or operations experience required.
- Experience maintaining schedules, rosters, staffing records, or workforce data, including updating employee availability, tracking staffing changes, monitoring vacancies or coverage needs, and ensuring information is accurate, current, and available to support operational decision-making.
- Experience using Microsoft Excel to track, organize, analyze, and report data required, including entering and maintaining data, sorting and filtering information, creating basic formulas, summarizing trends, and preparing reports or spreadsheets that support workforce planning and operational follow-up.
REQUIRED SKILLS & ABILITIES:
- Strong workforce coordination skills, including the ability to assess staffing needs, monitor vacancies and availability, maintain schedules and rosters, and align staffing resources with program and operational requirements.
- Ability to analyze workforce data, identify trends, monitor overtime and labor cost drivers, and prepare clear reports and recommendations that support informed leadership decisions.
- Strong recordkeeping, compliance, and confidentiality skills, including the ability to maintain accurate workforce, scheduling, payroll, HR, and regulatory documentation.
- Effective verbal and written communication skills, with the ability to share workforce information clearly, respond to questions, and coordinate timely follow-up with employees, leaders, Human Resources, Finance, and other stakeholders.
- Ability to build positive working relationships and provide responsive customer service that supports trust, collaboration, and effective workforce operations.
- Exceptional planning, organization, attention to detail, and time management skills, with the ability to manage multiple priorities, meet deadlines, and maintain accuracy in a fast-paced environment.
- Sound judgment, critical thinking, and problem-solving skills, with the ability to evaluate workforce challenges, identify practical solutions, make informed recommendations, and escalate issues appropriately.
- Demonstrates accountability, professionalism, discretion, tact, punctuality, reliable attendance, and integrity when handling sensitive employee, staffing, payroll, and organizational information.
- Proficiency with office systems and software needed to perform the role, including Microsoft Outlook, Word, Excel, PowerPoint, Teams, OneDrive, web browsers, and Windows-based systems.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
- No remote or hybrid work availability based on core and essential functions of the position.
- Moving about to accomplish tasks or transitioning between different work sites, which may involve walking, standing, or traveling to various locations as required by the role.
- Adjusting or moving objects up to 20lbs in all directions, which may include lifting, carrying, pushing, pulling, or repositioning items as necessary to perform job duties.
- Engaging in communication with others to exchange information, which may involve speaking, listening, writing, or using electronic communication methods to ensure clear and effective understanding. This includes both verbal and non-verbal interactions with colleagues, clients, or external parties.
- Assessing the accuracy, neatness, and completeness of assigned work to ensure it meets quality standards and adheres to established guidelines.
- Hearing and vision abilities, with or without correction, sufficient to drive safely and effectively observe and communicate with others.
- Positioning oneself in ways to accomplish tasks in various environments, including navigating tight or confined spaces as needed to complete job responsibilities.
- Remaining in a stationary position, which may involve standing or sitting for extended periods, as required to complete tasks or duties associated with the role.
- Driving (Agency and/or personal vehicle) is required for this position. Driver must be at least 21 years of age, with a minimum of 2 years of driving experience, and a valid driver’s license issued by the state of residence. There can be no state issued restrictions on the licenses that would impede drivers’ ability to operate the vehicle as required by the Agency, and there must not be more than three (3) points on their driving record.
