Engineer/ Architect (Upgrading Programmes Department, Upgrading Programmes 3)

Summary

Design and deliver a new cloud-based system for HDB town upgrades while leading physical rejuvenation projects, bridging IT and urban planning in Singapore.

[What the role is]

You will support the development of the Upgrading Product, a new cloud-based IT system, working alongside the Product Lead to shape and deliver the product roadmap. Beyond the system itself, you will also play a hands-on role in the physical upgrading and rejuvenation of HDB towns and housing estates, making this a uniquely cross-functional position that bridges technology and urban planning.

What You'll Do

  • Consolidate business needs and operational requirements from various user groups, and engage stakeholders to gather inputs and validate priorities
  • Translate requirements into well-defined user stories and participate in sprint reviews and milestone checkpoints
  • Support user acceptance testing and MVP validation, working closely with stakeholders and the appointed vendor to ensure each release delivers its intended outcomes and business value
  • Conduct feasibility studies and coordinate the implementation of upgrading programmes across HDB towns and estates
  • Formulate design briefs and oversee the rejuvenation of town and neighbourhood centres
  • Conduct strategic policy studies to preserve community ties and transform older towns and estates
  • Develop and document best practices to support stakeholder adoption of user-centric solutions

[What we are looking for]

What We're Looking For

  • Relevant qualification in Engineering or Architecture, recognised by the Professional Engineers Board or Board of Architects Singapore
  • Relevant experience in the local built environment industry
  • Strong competencies in design thinking and data analytics
  • Excellent communication and presentation skills
  • Ability to work both independently and collaboratively

The shortlisted candidate will be offered a 1+1 year contract.
