  • Align proposal strategies with sales, operations, engineering, sourcing, commercial, and project execution objectives across greenfield, brownfield, migration, upgrade, and integration opportunities.
  • Develop the compliant and highest-value solution through technical alternatives, value engineering, cost optimization, risk assessment, and effective use of internal and external resources.
  • Deliver complete technical and commercial proposals on time, using approved systems, estimating tools, CPQ processes, and Standard Operating Procedures (SOPs).
  • Continuously improve proposal quality, estimating accuracy, productivity, standardization, lessons learned, and knowledge of the Honeywell portfolio, market, and competition.

Responsibilities

Proposal Development & Bid Management

  • Review RFQs, RFPs, ITBs, specifications, datasheets, P&IDs, customer standards, contract documents, and drawings to establish scope, compliance, assumptions, exclusions, risks, and technical gaps.
  • Adhere to applicable SOPs, governance, approval, quality, and documentation requirements.
  • Work with Business Development and Sales to develop the scope and solution strategy; participate in customer discussions, pre-bid meetings, proposal workshops, technical presentations, and site surveys when required.
  • Prepare proposal plans defining resources, responsibilities, deliverables, milestones, and dates for all proposal contributors.
  • Develop technical responses, compliance matrices, clarifications, qualifications, deviations, scope boundaries, architectures, material take-offs, BOQs, and cost estimates.
  • Coordinate cross-functional inputs from Engineering, Projects, Procurement, Sourcing, Commercial, Finance, other Honeywell business units, OEMs, and third-party vendors.
  • Ensure accurate tax, duty, logistics, travel, installation supervision, engineering, FAT, SAT, commissioning, training, documentation, and project management estimates.
  • Support bid technical evaluations, commercial reviews, management reviews, EGAP preparation and online submission where applicable.
  • Respond to post-proposal technical and commercial queries and update the proposal and estimate when required.
  • Prepare booking and handover packages, communicate estimate basis, assumptions, risks, and commitments, and provide clarification support during project execution.
  • Capture lessons learned and contribute to standardization, reusable content, estimating methods, and continuous improvement initiatives.

Solution Development & Estimation

  • Develop proposals for TAS applications including truck, rail, marine, and pipeline loading or unloading; tank-farm automation; custody-transfer metering; additive injection; blending; inventory management; and terminal management systems.
  • Develop proposals for Midstream applications including pipeline automation, pump stations, metering stations, RTU-based monitoring, and pipeline SCADA integration.
  • Estimate ICSS scope including DCS, PLC, RTU, SCADA, ESD, remote I/O, Fire & Gas Systems, and third-party interfaces.
  • Estimate TSI scope including CCTV, VMS, access and biometric control, PAGA, fire alarm, telecom infrastructure, LAN/WAN, ACS, fiber-optic networks, and integrated security management systems.
  • Develop integrated architectures and interfaces across TAS, ICSS, TSI, central control rooms, enterprise systems, and third-party packages.

Cost Estimation & Engineering Deliverables

  • Prepare cost estimates and BOQs for control systems, servers, workstations, networking, telecom, instrumentation, metering, tank gauging, valves, analyzers, field equipment, cabling, skids, and OEM packages.
  • Estimate engineering, project management, FAT, SAT, installation supervision, commissioning, training, travel, documentation, logistics, taxes, and duties.
  • Prepare and review instrument lists, I/O lists, assignment schedules, system and network architectures, security and telecom architectures, material take-offs, specifications, and technical proposal documents.
  • Apply value engineering and cost optimization while preserving technical compliance, delivery feasibility, lifecycle value, and required margin.

Vendor, OEM & Commercial Support

  • Identify third-party, buyout, and other-business-unit packages; prepare RFQs and technical inquiry packages.
  • Obtain and evaluate technical and commercial offers for compliance, completeness, delivery, risk, and competitiveness.
