The Emma Caldwell Public Inquiry, established under the Inquiries Act 2005, is an independent investigation into matters of significant national interest. Although independent of the Scottish Government, it is largely staffed by civil servants on assignment from the Scottish Government, working under the direction of the Chair, Lord Scott.
The Inquiry team is responsible for a full range of administrative and operational functions, including policy development, strategic planning, finance, facilities management, security and communications. As a public and high-profile inquiry, it will address complex and sensitive issues, requiring robust risk management and effective stakeholder engagement.
Evidence Team
These roles form part of the Evidence Team within the Inquiry. The team is responsible for the collection, processing, cataloguing and preservation of material submitted by providers. It works closely with the Inquiry's legal team to support the preparation and delivery of hearings.
The team is also responsible for the redaction of evidence that must be disclosed to Core Participants, the public and other stakeholders. While these are distinct roles, successful candidates will be expected to work collaboratively and undertake work across the wider Evidence Team when required.
- Apply a rigorous and compliant approach to reviewing and redacting sensitive material, ensuring adherence to legal and confidentiality requirements prior to disclosure.
- Conduct systematic quality assurance checks of redacted material, identifying, correcting and reporting inconsistencies promptly.
- Work closely and collaboratively with other members of the Inquiry team, particularly the legal team, to enable appropriate access to evidence.
- Collate and process evidence as part of the Evidence Team, demonstrating excellent attention to detail.
- Conduct systematic quality assurance checks of evidence categorisation and filing, identifying, correcting and reporting inconsistencies promptly.
- Proactively identify and implement improvements to evidence processing, cataloguing methods and redaction standards, making effective use of technology and best practice where appropriate.
- Carry out administrative tasks efficiently, maintaining accurate records and supporting team operations as required.

Location
The Inquiry will have two bases, one in Edinburgh for the administration, and one in Glasgow for the hearings. The postholders may at times be required to travel between the sites. While virtual and hybrid working will be feasible at some points, there is an expectation that the Evidence Team will be present in Glasgow for the duration of the inquiry hearings as and when required.
Due to the nature of delivering public hearings annual leave and flexible working hours will be restricted at times during these posts. While job sharers and individuals on any working pattern are welcome to apply, the likely restrictions should be noted and may not suit all.
