Executive leadership role overseeing quality assurance, outcomes measurement, and program evaluation at a Pennsylvania youth and family services provider. The director manages data systems, COA accreditation, ROI analysis, and QA staff, using outcomes data to improve programs and support business growth.
Location: PA | Regular travel to program sites
• Analyze data and provide actionable insights that improve program effectiveness and results
• Lead quality assurance and continuous improvement initiatives across multiple service lines
• Lead organizational accreditation and licensing processes (e.g., COA) and ensure compliance with state and federal contract and reporting requirements
• Own and continuously improve the outcomes/data management systems used to track performance organization-wide
• Evaluate the return on investment (ROI) and cost-effectiveness of programs, contracts, and quality initiatives to inform resource allocation and strategic planning
• Partner with operational leaders to strengthen outcomes, compliance, and service delivery
• Oversee evidence-based practice implementation organization-wide
• Supervise quality assurance and evaluation staff
• Support grant applications, RFP responses, and program development efforts by using outcomes and ROI data to strengthen funder and partner proposals
• Represent JusticeWorks through presentations, publications, and professional workgroups
• Partner with business development and executive leadership to leverage outcomes data in pursuit of new contracts, funding opportunities, and strategic partnerships
• Expand JusticeWorks' reputation as a leader in outcomes-driven services and innovation
• 7+ years of progressively responsible experience in program evaluation, quality assurance, research, or performance improvement, including 3–5 years in a supervisory or leadership role (required); equivalent combination of education and experience considered
• Experience with accreditation/licensing standards (e.g., COA) and outcomes/data management systems (preferred)
• Experience using program outcomes or ROI data to support business development, funding strategy, or contract growth (preferred)
• Strong leadership, analytical, and project management skills
• Ability to translate data into meaningful strategies and organizational improvements
• Valid driver's license, reliable transportation, and auto insurance
