Facilities Manager

Job Overview

We are looking for an experienced Facilities Manager to lead the facilities operations and maintenance of a large-scale facility. The role will oversee day-to-day building operations, M&E systems, maintenance programmes, contractors, improvement works and a team of facilities professionals.

The successful candidate will work closely with clients, building users, consultants and service providers to ensure facilities are maintained safely, efficiently and to the required service standards.

Key Responsibilities

Facilities Operations & Maintenance

  • Manage the overall facilities operations and maintenance of assigned buildings.
  • Ensure preventive and corrective maintenance programmes are carried out effectively.
  • Conduct regular inspections of building systems and facilities to identify maintenance and improvement needs.
  • Plan and coordinate repair, rectification and major maintenance works.
  • Recommend practical solutions and improvement works to enhance facility performance and reliability.
  • Ensure all maintenance activities comply with applicable safety procedures and operational requirements.

Team Leadership

  • Lead and manage a facilities team comprising engineers, technical officers, supervisors and technicians.
  • Coordinate and oversee contractors and service providers supporting facility operations.
  • Identify training and development needs to strengthen the team's technical capabilities.
  • Ensure the team is equipped to manage repair, maintenance and operational requirements effectively.

Client & Stakeholder Management

  • Build strong working relationships with clients and maintain agreed service standards.
  • Work closely with building owners, users, consultants, vendors and contractors on facilities and engineering requirements.
  • Coordinate with relevant external parties on major maintenance works and new initiatives.
  • Provide timely updates and solutions for operational and technical issues.

Projects, Contracts & Cost Management

  • Prepare tender specifications and supporting documentation for facilities-related works.
  • Manage project costing, budgets and expenditure.
  • Review contractor performance and certify payments for completed works.
  • Coordinate facilities improvement and engineering projects from planning through completion.

Reporting & Compliance

  • Prepare daily, weekly and monthly facilities report for management and clients.
  • Support annual budget planning and submission.
  • Prepare audit and contractor performance reports.
  • Ensure employees and contractors comply with site requirements, safety procedures and operational guidelines.

Requirements

  • Bachelor's Degree in Mechanical Engineering, Electrical Engineering or equivalent from a recognized university.
  • At least 10 years of relevant Facilities Management experience.
  • Minimum 5 years of facilities experience within the healthcare sector.
  • Proven experience managing facilities operations within a large-scale facility.
  • Strong knowledge of building systems and Mechanical & Electrical (M&E) services, with practical hands-on experience.
  • Experience leading engineers, technical officers, technicians and contractors.
  • Good knowledge of preventive maintenance, repair works and facilities improvement projects.
  • Experience in budgeting, project costing, tender preparation and contractor management.
  • Strong leadership, planning and organizational capabilities.
  • Good communication and stakeholder management skills.
  • Able to work independently, manage operational priorities and perform effectively in a demanding environment.
  • Proactive, service-oriented and able to maintain high standards of professionalism and integrity.
