Facilities Manager (M&E)
Job Description:
- Manage and lead a team of M&E engineers, technical officers, supervisors, technicians, and contractors in the operation, maintenance, and management of Mechanical & Electrical systems across assigned buildings / estates.
- Oversee the maintenance and operational reliability of key M&E systems including HVAC, ACMV, electrical, fire protection, plumbing & sanitary, lifts/escalators, generators, and building automation systems.
- Plan and identify training requirements to enhance technical competency and skills development of the M&E team.
- Ensure all technical staff possess the necessary certifications, skills, and competencies to carry out maintenance, troubleshooting, and rectification works effectively.
- Establish strong working relationships with internal stakeholders, clients, building owners, consultants, contractors, and relevant authorities to build trust and ensure smooth operations.
- Prepare, review, and approve daily, weekly, and monthly technical and operational reports for submission to clients and management.
- Establish, implement, and maintain high standards of M&E service delivery, operational performance, and maintenance quality.
- Coordinate and liaise with external agencies, consultants, and service providers on M&E upgrading projects, major repairs, shutdown works, and improvement initiatives.
- Review and approve technical specifications, tender documents, and scope of works for M&E services and maintenance contracts.
- Plan, coordinate, supervise, and approve rectification and corrective maintenance works for all M&E systems.
- Study, recommend, and implement energy-saving initiatives, system enhancements, and engineering improvement works to improve operational efficiency and reliability.
- Responsible for project costing, budgeting, cost control, and tracking of M&E operational expenditures.
- Prepare and manage annual maintenance budgets, CAPEX proposals, and forecast planning for M&E works.
- Ensure proper documentation and closure of audit findings, statutory inspections, and compliance reports related to M&E systems.
- Evaluate and assess contractors’ performance, service standards, safety compliance, and technical competency.
- Verify and certify contractors’ work completion and payment claims in accordance with contractual obligations.
- Ensure all staff and contractors comply with workplace safety requirements, house rules, permit-to-work systems, and statutory regulations.
- Provide technical solutions and coordinate with owners, users, consultants, vendors, and contractors on engineering and operational requirements to achieve project objectives.
- Conduct regular inspections and audits of all M&E systems to ensure preventive maintenance programmes are effectively implemented in compliance with contractual requirements and regulatory standards.
- Ensure all M&E works are carried out safely and in accordance with approved procedures, risk assessments, and workplace safety guidelines.
- Ensure preventive and corrective maintenance works are executed according to agreed schedules, checklists, and service standards.
- Assign engineers and technicians to attend to M&E breakdowns, faults, and complaints promptly, ensuring minimal downtime and operational disruption.
- Provide regular updates and feedback on major M&E issues, shutdowns, and improvement works to FM HOD / Senior Management.
- Manage and investigate maintenance complaints, system failures, root cause analysis, and rectification actions.
- Ensure proper housekeeping, inventory management, and safekeeping of tools, equipment, and engineering assets.
- Support business continuity planning, emergency response, and crisis management related to M&E operations
- Any other ad-hoc tasks, as and when required.
Requirements:
- Bachelor’s Degree in Mechanical/Electrical Engineering with at least 7 years of experience in facilities maintenance and project work.
- Able to work independently and possess good interpersonal skills
- Good communication skills both verbal and written
- Pro-active, able to work with minimal supervision and perform under pressure
