Facilities Manager

About Marymount Centre

Marymount Centre is a well-established social service agency and the social service arm of the Good Shepherd Sisters in Singapore. Guided by our vision, "Touching Lives, Building Hope", we serve vulnerable women and children through our children’s homes, crisis shelter and student care centre.

We seek an experienced, resourceful and hands-on Facilities Manager to ensure that our sites provide safe, well-maintained and supportive environments for the women and children we serve. The successful candidate will be comfortable working independently across multiple sites while collaborating closely with colleagues, contractors and regulatory authorities.

Position Summary

The Facilities Manager is responsible for the overall facilities management of our premises, covering maintenance, security systems, safety, compliance, vendor management and space planning. This is a hands-on, multi-site role requiring strong self-direction, sound judgement and the ability to communicate effectively with management. The Facilities Manager reports to the Chief Executive.

Key Responsibilities

Facilities Operations & Maintenance

· Oversee day-to-day operations across all our sites, maintaining our premises and systems in a safe, serviceable and operational condition and ensuring that faults are addressed promptly.

· Develop and execute preventive maintenance schedules for all M&E systems - air-conditioning, electrical, plumbing and fire protection.

· Respond promptly to facilities breakdowns; coordinate and supervise all rectification works.

· Conduct regular site inspections across all our sites; log defects and track resolution to closure.

Systems Management

· Manage and maintain key building, security and life-safety systems across our premises, including CCTV and video analytics, access control, intrusion-alarm, fire-protection and public-address systems.

· Liaise with vendors for installation, servicing and upgrades.

· Conduct periodic audits of system functionality, document identified defects and coordinate the necessary corrective action.

· Coordinate the facilities-related response to security incidents, maintain relevant incident records and escalate incidents in accordance with established procedures.

Hands-On Maintenance & Vendor Management

· Perform in or, non-specialist maintenance work within the incumbent’s competence and engage appropriately licensed or qualified contractors for electrical, fire-protection and other specialist works, balancing cost efficiency with service quality in all outsourcing decisions.

· Source, evaluate and manage external service contracts for specialist works, including cleaning, pest control, air-conditioning servicing, security systems, fire protection and waste disposal.

· Obtain and assess quotations; negotiate contracts to ensure value for money.

· Supervise vendor and contractor works on-site; inspect and verify completion before sign-off.

· Monitor vendor performance against agreed SLAs; manage non-compliance and escalate where necessary.

Safety, Compliance & Regulatory

· Monitor and maintain compliance with applicable facilities-related requirements, including SCDF fire safety requirements, BCA requirements and MOM work place safety obligations.

· Maintain the required licences, permits, certifications and compliance records (including Fire Certificates and statutory approvals applicable to our premises) and promptly escalate identified gaps and recommended corrective actions to management.

· Coordinate the development, implementation, testing and updating of premises-related emergency response and business continuity arrangements, together with the relevant internal stakeholders.

· Conduct and document regular safety audits and risk assessments across all our sites.

Budget &Cost Management

· Prepare and manage the annual facilities budget; track expenditure and flag variances to management.

· Identify and implement cost-saving initiatives without compromising safety or service standards.

· Process purchase orders, service requests and invoices in accordance with company procurement procedures.

Space Planning& Fit-Out Projects

· Coordinate new-site set-ups, relocations, renovation and fit-out works and premises-related aspects of lease renewals, including:

o preparation of scopes and specifications;

o tender/RFQ support;

o evaluation of proposals;

o statutory submissions and approvals;

o variation order control;

o testing, commissioning and handover; and

o defects liability follow-up.

· Liaise with contractors and internal stakeholders to deliver projects on time and within budget.

· Maintain up-to-date floor plans, asset registers and facilities documentation for our premises.

Internal Stakeholder Management

· Act as Marymount Centre’s primary point of contact with regulatory and other relevant authorities on facilities and security matters.

· Coordinate with relevant stakeholders to schedule works with minimal disruption to residential services, programmes and general operations.

Requirements

Qualifications

· A diploma or degree in Facilities Management, Building Services, Mechanical/Electrical Engineering, or a related field, or an equivalent relevant qualification, is required.

· Relevant professional certification, such as IFMA’s Certified Facility Manager (CFM) or Facility Management Professional (FMP), is preferred.

· Fire Safety Manager (FSM) certification is an advantage.

Experience

· At least 5 years of facilities management experience, including at least 2 years managing multiple sites.

· Demonstrated track record of managing vendors, service contracts and compliance requirements.

· Prior facilities management experience in social services, residential care, education or healthcare is preferred; familiarity with child-facing or residential premises is an advantage.

Skills &Attributes

· Strong working knowledge of M&E systems, building maintenance and local regulatory requirements (SCDF, BCA, MOM).

· Commercially minded — able to assess quotations, manage budgets and negotiate with vendors.

· Highly organised with the ability to manage multiple sites and competing priorities independently.

· Proactive and solutions-oriented; able to operate with a high degree of autonomy.

· Strong communication skills; able to engage effectively with internal stakeholders and external parties.

· Proficient in Microsoft Office; familiarity with facilities management software or CMMS is an advantage.

Working Conditions

This is a full-time, on-site role requiring regular travel between Marymount Centre's sites. The incumbent may be required to respond outside standard working hours for urgent facilities incidents, renovation works or emergencies.
