POSITION SUMMARY

The Facility Manager is responsible for the day-to-day maintenance, safety, cleanliness, and operational readiness of assigned Permanent Supportive Housing (PSH) properties. This position ensures that all facilities provide a safe, secure, and welcoming environment for residents, staff, visitors, and community partners while supporting the organization's mission to end homelessness.

The Facility Manager oversees preventive maintenance, repairs, contractor coordination, regulatory compliance, capital improvement projects, and property inspections. Working closely with Property Management, Housing Services, Case Management, and Organization Leadership, this position helps maintain quality housing that promotes long-term resident stability.

ESSENTIAL FUNCTIONS

Facility Operations

  • Manage the day-to-day operations of assigned Permanent Supportive Housing properties, ensuring facilities remain clean, safe, functional, and well maintained.
  • Conduct routine inspections of buildings, residential units, common areas, mechanical spaces, grounds, and building systems to identify maintenance needs and ensure compliance with organizational standards.
  • Develop, implement, and oversee preventive maintenance programs while responding promptly to maintenance requests, facility emergencies, and work orders.
  • Perform or coordinate repairs involving HVAC, plumbing, electrical, carpentry, painting, flooring, appliances, and other building systems to ensure reliable facility operations.
  • Monitor building equipment performance, maintain maintenance inventories and tools, and proactively schedule repairs and equipment replacements to minimize operational disruptions.
  • Coordinate with the Apartment Turn Team to ensure timely completion of unit turnover repairs and readiness for occupancy.
  • Serve as the primary point of contact for maintenance operations at assigned properties, providing responsive customer service to residents and internal stakeholders.
  • Coordinate and oversee outside contractors and service providers, including obtaining quotes, monitoring project schedules and budgets, reviewing completed work for quality, and ensuring compliance with organizational safety and contractual requirements.
  • Assist with the planning, coordination, and execution of renovation, capital improvement, and facility enhancement projects while recommending improvements that promote resident safety, operational efficiency, and long-term asset preservation.
  • Prepare facilities for inspections conducted by regulatory agencies, funding partners, and organizational leadership, and ensure timely correction of identified deficiencies.
  • Conduct routine safety inspections, coordinate emergency repairs, maintain fire and life safety systems, and support organizational emergency preparedness and disaster response efforts.
  • Utilize the Computerized Maintenance Management System (CMMS) to manage work orders, preventive maintenance schedules, maintenance records, asset information, and performance reporting.
  • Provide on-the-job training, guidance, and mentorship to new and existing maintenance staff, promoting safe work practices, quality workmanship, and consistent service delivery.

Program & Resident Support

  • Collaborate with Housing Program staff, Case Management, and other internal departments to address maintenance needs, support housing stability, and ensure residential units remain safe, habitable, comfortable, and compliant with organizational standards.
  • Build and maintain positive working relationships with residents, contractors, community partners, and internal stakeholders by responding professionally to maintenance concerns, providing excellent customer service, and balancing resident needs with effective property stewardship.
  • Participate in regular program and interdisciplinary team meetings to provide updates on work order status, unit turnover progress, maintenance priorities, and vacant unit readiness, supporting effective communication and coordinated service delivery.

Budget Management

  • Assist in the development and management of annual operating, maintenance, and capital budgets by monitoring expenditures, controlling costs through effective planning and preventive maintenance, and ensuring responsible stewardship of organizational resources.
  • Analyze maintenance trends, recurring equipment issues, and facility needs to recommend long-term solutions, equipment replacements, and capital investments that improve operational efficiency, extend asset life, and support strategic facility planning.
