This is more than an enrollment position. WHAT YOU WILL DO

In this role, you will oversee all aspects of family engagement and enrollment.

Essential Duties and Responsibilities

  • Plan, develop, and administer community outreach, family engagement, and enrollment operations, including setting goals, directing and training staff, and evaluating program activities to ensure goals and regulatory standards are met.
  • Assist in the preparation of agency enrollment and eligibility policies and procedures, and ensure they remain current with Title 5 and funding source requirements.
  • Oversee preparation, organization, and maintenance of accurate, up-to-date enrollment paperwork according to TRF, licensing, and government contract compliance guidelines; ensure routine file monitoring (physical and electronic) and review all submissions for accuracy, consistent with Title 22, CCR § 101226 (Children's Records).
  • Determine the need for recruitment activities and lead outreach and recruitment efforts, including attending and presenting at community collaboration meetings, presenting to line staff at community agencies, and representing TRF in a professional manner.
  • Oversee eligibility and enrollment of children and families in accordance with Title 5, CCR § 18106 (admission priorities and waiting list) and applicable Education Code eligibility and priority provisions (EC §§ 8208, 8210, 8211, 8263).
  • Provide eligibility intake training and technical assistance to Site Directors and Enrollment staff; serve as a resource for compliance clarification on eligibility monitoring findings and concerns.
  • Assist parents with completing required enrollment forms, including collecting all required documentation needed for enrollment and income calculation, and ensure all enrolled parents receive accurate information and forms when any change in enrollment status occurs.
  • Develop and coordinate supporting materials for enrollment and outreach, including forms, letters, flyers, memos, reports, and social media content.
  • Coordinate services with other administrative staff to ensure all required reporting is completed accurately and submitted by established deadlines.
  • Plan and implement family engagement activities, including parent education, parent groups, orientations, and community events, in coordination with the Program Support Coordinator.
  • Develop and maintain community partnerships to enhance TRF's outreach, recruitment, and family engagement efforts.
  • Collect fully completed CACFP Food Applications from each family, including yearly re-certifications, and ensure all food program documents are provided to the appropriate supervisor in a timely manner, consistent with CACFP requirements (7 CFR Part 226).
  • Ensure all required licensure paperwork is maintained in each child's file as required by Community Care Licensing (Title 22, CCR §§ 101217, 101226), TRF policy, and the California Department of Education.
  • Monitor and update enrollment, eligibility, and family engagement data using DRDPTech and other CDE-approved or TRF-designated data systems; prepare data reports for program use and for submission to funding sources as required.
  • Immediately report any suspicion of child abuse or neglect to the designated supervisor and to the appropriate child protective agency, in accordance with mandated reporter duties under Penal Code §§ 11165.7 and 11166.
  • Regularly travel throughout TRF's Santa Ana and Riverside service area to attend site visits, community outreach events, partnership meetings, and family engagement activities, using reliable personal transportation.
  • Manage a flexible work schedule that includes coordinating, attending, and preparing for meetings and/or events in the evenings and weekends.
  • Maintain courteous, kind, and professional demeanor in all communications with TRF staff, co-workers, clients, volunteers, vendors, other professionals, and children at all times.
  • Perform additional assignments and duties as assigned, including special projects, and keep supervisor informed on all eligibility, enrollment, and family engagement-related issues.
