The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties.
RCEB envisions a future where persons with developmental disabilities are truly a part of the community. Persons with developmental disabilities receive supports and services they need to succeed. The supports and services change as the need changes.

POSITION SUMMARY:
The Manager of Federal Programs is a management level classification. As a member of RCEB’s management team, this role is responsible for implementing the agency’s mission, values, and strategic priorities; ensuring compliance with all state and federal laws and California Department of Developmental Services (DDS) requirements; and developing strong, effective leadership capacity across the Client Services Department as a whole and specifically with the realm of Federal Programs. This role provides oversight of Federal Programs teams and performs administrative and supervisory functions to ensure that Federal Programs at RCEB run efficiently. The Manager of Federal Programs provides leadership and operational direction to the Self Determination Program team and the Medicaid Waiver team. They maintain responsibility to ensure compliance with Federal and State regulations and develop and implement systems to ensure this compliance. This position requires a high level of cross-functional critical thinking and problem solving, exceptional organizational and communication skills and an ability to function in fast-paced environments with competing priorities. Ability to adhere to strict timelines and hold staff accountable for these timelines is an essential function of this role.
DUTIES AND RESPONSIBILITIES:
- Supervise Self Determination Program and Medicaid Waiver staff and management of competency standards through performance evaluations, review and compliance with organizational and state required competencies and client interactions, and identifying gaps with training and service coordination requirements.
- Maintain compliance with all pertinent state and federal regulations including Medicaid Waiver and Self Determination program.
- Provide the community with accurate information and conduct community outreach to ensure community understanding in regards to Self Determination/Participant Choice Program. This includes attendance of monthly Self Determination Local Advisory Committee (SDLAC).
- Review and approve Self Determination Program spending plans and ebilling functions.
- Provide case consultation for case management and Self Determination Program/Participant Choice Specialists.
- Engage in collaboration with service providers, fiscal management vendors and the State Department.
- Maintain tracking systems for both programs.
- In collaboration with Associate Director, manage the HCBS Audits and follow up with the Department.
- Attend regular management meeting and other agency and community meeting as assigned.
- Perform other related duties as assigned.
EXPERIENCE AND CAPABILITIES:
- Demonstrates extensive knowledge and understanding of the principles, techniques and standards of social work and case management practice.
- Demonstrated leadership qualities and management skills: ability to analyze problem situations and develop effective solutions.
- Has a strong understanding of the Self Determination Program and has the ability to work through complex Self Determination issues and find resolution.
- Demonstrates a high level of competence and confidence in leading the team, providing clear direction, fostering accountability, and supporting staff to achieve organizational goals.
MINIMUM QUALIFICATIONS:
- Masters or BA plus 6 years regional center experience, preferably in case management.
- Two years supervisory experience preferred. May be substituted with demonstrated leadership roles in projects, taskforce, etc.
- Extensive experience and demonstrated superior level understanding of Self Determination Program required.
- Automobile, valid CDL, and insurance.
- Fluency in English and one of the following languages preferred: Spanish, Korean, Tagalog, Vietnamese, Cantonese or Mandarin
- Demonstrate cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations.
PHYSICAL REQUIREMENTS:
The physical requirements described below are representative of those necessary to perform the essential functions of this position, with or without reasonable accommodation.
- Primarily sedentary office work: typing, data analysis, standard mobility.
- Regular lifting of up to 10 lbs.; occasional up to 20 lbs.
- Requires ability for near/far vision, communication, and fine motor tasks.
- Ability to travel between RCEB offices, event locations, provider sites, and other community settings, as required.
WORK ENVIRONMENT:
- Work is generally performed in an office environment with moderate noise.
- The position may occasionally involve interaction with individuals experiencing distress.
