Field Quality Manager - Quality Management and Technical Support

Accountabilities Major Activities
Quality Management

1. Quality Planning & Documentation

  • Implement Field Quality Plan (FQP) and Inspection & Test Plans (ITPs) for substation and Transmission line works.
  • Prepare, Review and approve contractors’ method statements and work procedures.
  • Prepare & Implement PQP, SOP, Check lists & Formats in line with TS, Codes & Standards and FQP.
  • Maintain comprehensive QA/QC records — inspection reports, RFI’s, Check Lists, RA Bills, FOM & NCR’s, calibration certificates, test results, and approvals.
  • Verification of material and equipment quality against approved drawings and specifications.
  • Check manufacturer’s test certificates and shipping documents.
  • Site inspection for:
    • Transformers, Reactors, GIS/AIS equipment, breakers, CTs, PTs, isolators, LA, SVG’s, HT/LT SGR Panels .
    • Conductors, insulators, hardware fittings.
    • Steel structures, tower members, bolts/nuts, earthing materials.

  • Auditing & Inspecting Stores
  • Audit Report Generation & ensure compliance on findings
  • Ensure to follow Stores SOP & OEM Guidelines in storing and preservation.

4. Substation Installation Quality Oversight

  • Civil works: Excavation, PCC, RCC foundations, trenches, cable ducts, Back Filling, Roads, control room building as per specs.
  • Cubes Casting , Traceability, Curing & Testing.
  • Electrical/mechanical works: erection of gantries, busbars, GIS bays, switchgear, transformers, SGR Panels and auxiliary systems.
  • Torquing & Marking.
  • Cable laying, Crimping, termination, glanding, and control panel wiring.
  • Witness functional and electrical tests: Ratio, Magnetic Balance, Vector group, Winding Resistance, Oil DGA, BDV, SFRA, Insulation resistance, contact resistance, ratio tests, SF6 Breaker timing, gas leakage, relay testing.
  • Tower foundation type checks (pile, raft, chimney, pad & chimney, etc.).
  • Cubes Casting , Traceability, Curing & Testing.
  • Tower erection quality checks: verticality, tightening torque, member placement.
  • Conductor stringing: sagging, tensioning, mid-span joints, compression fittings.
  • OPGW/earth wire installation and optical fiber testing.
  • Witness line tests: continuity, insulation, and earthing resistance.
  • Prepare, Review testing formats & Check lists, SOPS.
  • Witness substation pre-commissioning tests (transformers, breakers, relays).
  • Line pre-energization checks and statutory clearances.
  • Ensure proper documentation for energization approval.
  • Raise NCRs for deviations from standards or drawings.
  • Verify corrective & preventive action closure.
  • Conduct root cause analysis for repeated issues.
  • Resolution plan & follow-up of NCR closure on open NCR.
  • Avoid repeatability of NCR’s.
  • Ensure all QA/QC documentation is complete for PAC (Provisional Acceptance Certificate).
  • Maintain punch list and verify closure.
  • Deliver final Quality Dossier for both substation and line.
  • Daily weekly & Monthly quality reports to Project Manager and Corporate QA.
  • Coordinate with EPC & OEM inspectors for joint inspections.
  • Liaise with statutory bodies for mandatory inspections.

Technical Innovation & Developing Solutions
  • Adopt digital quality tools, non-conformance tracking systems, and real-time quality data analytics.
Business Planning & Budget Forecasting
  • Budget allocation for quality engineers, inspectors, and specialists at project sites
  • Provision for quality tools (measuring instruments, test kits), digital platforms (QMS software, NCR tracking), third-party inspections, lab testing, for his site
Developing self and others
  • Conduct regular training and awareness programs on quality standards, root cause analysis (RCA)
  • Promote a culture of zero-defect and first-time-right execution
Management Functions
  • Monitor & Update FQR data on Wrench Portal.
  • Provide quality assurance reports to internal management, clients, and lenders.
  • Showcase quality credentials through audit clearances, and compliance records.
Interface with Hong Kong
  • Showcase quality credentials through audit clearances, and compliance records

  1. SKILLS AND KNOWLEDGE

Educational Qualifications:

  • Essential:

    10 + Year experience with B.E./B. Tech in Electrical Engineering (preferred) or Mechanical/Civil Engineering from a recognized university.

  • Acceptable Alternate: Diploma in Electrical (preferred) or Mechanical/Civil Engineering with 13–15+ years of relevant QA/QC experience in transmission projects.
  • Preferred Certifications:

    ISO 9001:2015 Lead Auditor or QA/QC certification.

    Electrical Safety or HV Switching certification.

    Training in IEC/IS standards applicable to transmission projects.

    RCA - CAPA & 8D.

    Six Sigma Green Belt.

Functional Skills:

Technical Skills

  • Strong knowledge of AIS/GIS substation and OHTL construction and quality requirements.
    • Familiarity with Indian Standards (IS), IEC, and relevant CPWD/CBIP/CEA guidelines.
    • Ability to interpret engineering drawings, method statements, and ITPs.
    • Expertise in electrical testing (Transformer, SGR, SVG, insulation, contact resistance, ratio tests, SF6 leakage, relay settings).
    • Experience in tower erection, conductor stringing, and OPGW installation quality control.
    • Material inspection skills for high-voltage equipment, conductors, insulators, hardware fittings, and steel structures.

Quality Management Skills

  • Hands-on experience in preparing and implementing PQP, ITP, and method statements.
    • NCR/CAPA management and root cause analysis.
    • QA/QC documentation and dossier preparation for handover.

Soft Skills

  • Strong coordination and stakeholder management (EPC contractors, OEMs, client inspectors).
    • Clear communication, both verbal and written, for reporting and inspection notes.
    • Problem-solving and proactive issue prevention.
    • Ability to work under tight deadlines and remote site conditions.

Relevant and total years of Experience:

Educational Qualification

  • Essential:
