Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.
SUMMARY OF THE POSITION:
The Finance Quality Assurance and Compliance Support is a mission-level technical support position established to strengthen financial quality, compliance, internal controls, donor financial management, and capacity development across Action Against Hunger Haiti.
The position does not replace or supervise the Head of Finance and is not involved in the day-to-day management of the Finance Department. Instead, Finance Support provides independent technical support and quality assurance services to the Country Office, working in close collaboration with the Finance Manager and the Finance team.
The position reports directly to the Country Director and functionally to the Regional Finance Director, while maintaining a strong technical collaboration with the Associate Director of Risk and Compliance at HQ. This role will share periodical reports on progress on the areas mentioned below to the Chief Impact Officer and CFO as well.
The role focuses on strengthening financial systems, donor compliance, internal controls, audit preparedness, financial reporting quality, staff capacity development, and documentation management to ensure the mission maintains the highest standards of accountability, transparency, and financial stewardship.
A key measure of success for this role will be the transfer of knowledge and ownership to the Haiti Finance team. Through structured coaching, on-the-job mentoring, and the development of practical operating procedures, the Finance Quality and Compliance Support will build the capacity of finance staff and budget holders to independently manage donor compliance, financial reporting, internal controls, audit readiness, and documentation management. The objective is not merely to resolve current challenges, but to leave behind strengthened processes, institutional knowledge, and a culture of continuous improvement that enables the Country Office to sustain high standards of financial stewardship, compliance, and accountability well beyond the six-month assignment. The position will focus on creating systems that reduce dependency on individual staff members and support long-term operational resilience.
Purpose
The Finance Quality Assurance and Compliance Support contributes to improving the overall quality and compliance of financial management within the Haiti mission through regular reviews, internal control assessments, risk identification, capacity building initiatives, and support to donor financial management processes. The position serves as an additional layer of quality assurance and continuous improvement to strengthen mission performance and audit readiness.
Engagement
The Finance Quality Assurance and Compliance Support will maintain regular interaction with the Country Director, Head of Finance, finance staff, project managers, and other departments involved in financial management processes across the mission. The position will work closely with the Regional Finance Director, the Regional Office, and the HQ Associate Director of Risk and Compliance to strengthen financial quality, internal controls, compliance, and risk management systems.
The Finance Quality Assurance and Compliance Support will provide independent technical support and advice to the mission while fostering close collaboration with the Finance Department to identify capacity gaps, strengthen financial management practices, and improve compliance with organizational and donor requirements.
Externally, the position may support interactions with auditors, donors, partners, and regulatory authorities on matters related to financial compliance, audit recommendations, internal controls, and financial improvement initiatives.
Delivery
The Finance Quality Assurance and Compliance Support is expected to coordinate and implement activities that strengthen the overall quality, compliance, accountability, and effectiveness of financial management across the Haiti mission.
This includes conducting internal reviews and compliance assessments, supporting audit preparedness and follow-up, strengthening financial reporting quality assurance mechanisms, enhancing donor compliance monitoring, supporting the development of project budgets and financial proposals, and improving financial documentation and archiving systems.
The position will also be responsible for designing and implementing capacity-building initiatives for finance staff and project managers, ensuring continuous improvement in financial management practices, donor compliance, internal controls, and risk mitigation measures.
Through regular monitoring, coaching, and technical support, Finance Quality Assurance and Compliance Support will contribute to improving the mission's financial performance, audit readiness, transparency, and compliance with Action Against Hunger policies and donor regulations.
ESSENTIAL JOB ROLES
Donor Program Financial Management and Reporting Support
Support the Head of Finance and program teams in the preparation and review of donor budgets and budget narratives for new proposals.
Review donor financial reports before submission to ensure compliance with donor regulations, contractual requirements and deadlines.
Establish and strengthen quality assurance mechanisms for donor financial reporting.
Identify financial compliance risks and propose corrective measures.
Support grant close-out processes and donor financial audits.
Provide technical guidance on donor rules and regulations to finance and program teams.
Internal Controls, Compliance and Audit
Conduct periodic internal financial reviews and compliance assessments across all mission offices.
Support the implementation and monitoring of internal control systems.
Develop and maintain action plans to address audit findings and compliance gaps.
Work closely with the Associate Director of Risk and Compliance to strengthen audit readiness and risk mitigation measures.
Support fraud prevention initiatives and promote a culture of accountability and transparency.
Conduct field visits to verify compliance with organizational policies, donor requirements and financial procedures.
Strengthen the mission risk register and monitor implementation of mitigation measures.
Support the revision and improvement of finance policies, procedures and financial management tools.
Capacity Building and Knowledge Management
Develop and implement capacity strengthening plans for finance staff based on identified competency gaps.
Organize and facilitate training sessions on donor compliance, financial procedures, budgeting, reporting and internal controls.
Provide coaching and mentoring support to finance staff and project managers involved in financial management.
Support the development of individual learning and development plans for finance personnel.
Promote knowledge sharing and continuous improvement within the finance function.
Financial Documentation and Archiving
Review the quality and completeness of financial documentation.
Strengthen physical and digital archiving systems in accordance with ACF policies and donor requirements.
Ensure financial documentation is properly organized and easily retrievable for audits, donor reviews and compliance checks.
Develop and monitor archiving improvement plans where necessary.
Support the implementation of best practices for records management across the mission.
SUPERVISORY RESPONSIBILITIES
Technical coaching and mentoring of Haiti finance staff.
Support to capacity development initiatives.
No direct line management responsibilities.

WORKING CONDITIONS, TRAVEL AND ENVIRONMENT
The duties of the job require regular job attendance of at least five days per week. Must be available to work outside normal office hours or at the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

REQUIRED QUALIFICATIONS
Master’s degree in finance, accounting or related field, (or equivalent).
A bachelor’s degree, coupled with exceptional experience will be considered.
Professional accounting qualifications: CPA, ACCA, CIMA or equivalent are desired.
REQUIRED SKILLS AND EXPERIENCE
10 years of experience in finance, compliance, audit, grants management or internal controls.
Strong experience with donor compliance and audit processes.
Experience in capacity building and coaching.
Experience in humanitarian and complex operational contexts
INGO experience is advantageous
Knowledge of key institutional donors, including ECHO, USAID, SIDA, OCHA and others.
Excellent experience in proposal and report writing, donor rules and regulations, validation procedures, coordination of processes.
Proven ability to work independently under minimal guidance, pressure, and tight deadlines
Communication skills, and a diplomatic, but firm approach to obtain buy in and contributions from a range of staff involved in different aspects of the job.
Capacity building and facilitations skills.
