FINANCIAL ANALYST

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, MD.

Negotiates a consolidated organization budget for submission to agency levels. Receives approved fund targets for assigned account(s).

Advises program managers on the status and availability of funds.

Analyzes productivity, workload, and program accomplishments.

Monitors year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violation.

Incumbent utilizes expertise in data analytics and data mining, planning, and conducting research to address issues in areas where reports and products do not currently exist.

Works with senior level staff to discuss and resolve business practices and address differences in method of operation and make recommendations.

Identifies requirements short-falls and trade-offs and prepares appropriate supporting documentation.

Plans, develops, implements, and maintains budget/financial systems.

Coordinates and reacts to resource/funding/programmatic changes.
