Financial Management Analyst

This position is located in the Washington Headquarters Services (WHS), Financial Management Directorate (FMD), Disbursing Division (FMDD). Provides payment processing/certification and program financing management, advice, and assistance to supported customers in the application of financial management theories, concepts, principles and standards related to development, execution, and maintenance of strategic and operations plans and business coordination impacting the FMD and its customers.

Incumbent typical work assignments may include the following: Performs comprehensive analysis and reconciliation of financial data, including funding, commitments, obligations, and expenditures, to ensure accuracy and compliance with regulations. Serves as a Certifying Officer, responsible for reviewing, validating, and approving invoices and payment vouchers. Provides expert advice, assistance, and guidance to management, customers, and stakeholders on a wide range of accounting, budgetary, and financial management matters. Analyzes and validates invoices and miscellaneous payment requests to ensure they meet all legal and contractual requirements, including correct authorization, funding, payment amounts, and payee information, prior to approval. Conducts in-depth analysis of budgetary and financial operations to identify vulnerabilities, trends, and challenges.
