Financial Management Specialist

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Financial Management Division (FMD). This position oversees the execution of financial policies, processes, and procedures within the organization and is responsible for coordination, and execution of mission support programs that support organizational goals.

Carries out a variety of complex financial operations and projects involving the design, improvement or revision of a major segment of the FPAC Business Center financial processes.

Resolves the day-to-day operating problems involving policies, procedures and financial matters, requiring contact with representatives of FPAC Agencies, other USDA agencies, and others.

Develops uniform management policies, principles and guidance for mission area programs within the section.

Prepares handbook instructions and updating Commodity Credit Corporation (CCC) policy, dockets.

Continually reviews regulations, legislation, program policy, operating programs and procedural handbooks, and reports to determine the need for, and effect of, for assigned area of responsibility and recommends improvements in system operations

Advises FPAC and Business Center officials regarding technical and operational aspects of procedures for effecting solutions to problems.

Develops, evaluates and coordinates the implementation of accounting, financial, and program processes and systems; replying to Office of Inspector General (OIG) and General Accountability Office (GAO) audit reports and other requests.

Reviews and analyzes financial systems to determine inquiries potential improvement.

Has specific and independent responsibility for all financial aspects of the Agency programs.
