Financial Management Specialist
This vacancy is for a GS-0501-13, Financial Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, PSC BOPS RESOURCE MANAGEMENT BRANCH in WASHINGTON, District of Columbia.
You will serve as a Financial Management Specialist and be responsible for budget/finance services for PSC staff and two subordinate commands as part of the Resource Management Branch. You will utilize a vast knowledge of accounting and financial management principles and procedures in completing complex assignments. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Evaluating and providing technical advice to PSC leadership, subordinate commands, and divisions with budget formulation that include the development of fiscal year budget plan submissions using the CG Calendar Year Execution Tool (CYET) and previous spend plan categories for each command and programs that execute mission support responsibilities. Analyzing current and new policies, processes, and procedures to apply precise internal financial management of Personnel Service Center (PSC) financial portfolio. Maneuvering resource allocations across sub-allotments and all accounts to ensure resource agility that is critical to cash flow transactions to meet resource priorities or unknown situations that often demand immediate increased resource capability within the fixed PSC baseline budget allocation. Understanding of the micro-purchase program and procurement request requirements in support of PSC supply, services, inter-service support agreements, and contracts. Reviewing USCG financial management operations relating to financial management systems, PSC financial management goal and objectives, sequence and time of key financial program events and milestones, and methods to evaluate program accomplishments. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
