FINANCIAL MANAGER (TITLE 5)
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGER (TITLE 5), Position Description Number T5133000 and is part of the IL USPFO, National Guard.
As a FINANCIAL MANAGER (TITLE 5), GS-0505-13, you will serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG). Determine the impact of programs, establishes financial policies, and ensures compliance with fiduciary responsibilities. Exercise full supervisory responsibilities, including selecting candidates, developing performance standards, appraising performance, resolving complaints, initiating disciplinary actions, and identifying developmental needs for subordinates. Coordinate financial programs that support national and worldwide missions by translating actions into meaningful information for leadership and management decision-making. Provide advisory services through briefings, conferences, and committee meetings to the Adjutant General (AG), senior staff, and other councils. Write, implement, and maintain an effective system of financial management controls for the state ARNG. Determine the significant impact of projected DoD, DA, NGB, and other government programs on the state's fiscal policies and implements appropriate courses of action. Serve as the certification officer for all ARNG disbursements and is pecuniarily liable for these disbursements. Major Duties - This is NOT an all-inclusive list

Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 2/24). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7, Joint Ethics Regulation, Effective May 15, 2024 Must be able to obtain and maintain the appropriate security clearance of the position. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Must achieve the appropriate certification level for their positions within 2 years: FM Certification Level 2. Participation in direct deposit is mandatory.
