Analyzes functional and technical requirements for software systems supporting contract payment, finance, and accounting operations.

Leads or participates in requirements reviews with customers, functional representatives, developers, and other technical personnel to clarify needs and define solution alternatives.

Evaluates the impact of proposed system changes, enhancements, interfaces, databases, and processing-cycle issues on current operations; develops estimates, priorities, schedules, and cost-benefit analyses.

Prepares clear, complete system requirements, functional documentation, change-request analyses, and other artifacts to support software design, development, and implementation.

Develops and coordinates software test plans, test cases/scripts, test data, and test schedules to ensure requirements traceability, system integration, and adequate regression coverage.

Performs and oversees manual and automated testing of new systems, enhancements, and modifications; documents results, defects, certifications, and recommendations for release or corrective action.

Investigates and resolves operational system issues, advises management on mission and data-integrity risks, and provides technical recommendations to improve system performance, controls, and business processes.
