FMS Acquisition Manager (Journeyman) - Mobility

ARS is seeking a Journeyman FMS Acquisition Manager to support the C-130 Hercules program at Robins Air Force Base. The selected candidate will provide acquisition and program management support across the Foreign Military Sales lifecycle, including Security Assistance case planning and execution, requirements development, acquisition documentation, financial and schedule management, risk management, logistics and sustainment coordination, and support to key program reviews and milestones. The role will also support the development and coordination of FMS-related documentation such as Letters of Request, Letters of Offer and Acceptance, pricing and availability data, acquisition strategies, integrated schedules, briefings, and other programmatic products while coordinating with Government stakeholders, international partners, and supporting organizations.

Responsibilities include:

  • Provide acquisition and program management support for C-130 Foreign Military Sales (FMS) programs.
  • Support FMS case planning, development, implementation, execution, and sustainment.
  • Assist with the development and evaluation of Letters of Request (LORs).
  • Support preparation and coordination of Letters of Offer and Acceptance (LOAs).
  • Develop and coordinate Pricing and Availability (P&A) data and related FMS documentation.
  • Support preparation and maintenance of LOADs and Manpower Requirements Packages (MRPs).
  • Develop, review, and maintain acquisition strategies, plans, and program documentation.
  • Support program cost, schedule, performance, and risk management activities.
  • Develop and maintain Integrated Master Schedules (IMS) and critical-path models.
  • Track program milestones, schedules, action items, risks, and execution status.
  • Support financial management, resource planning, and execution of FMS program requirements.
  • Coordinate acquisition, logistics, training, engineering, procurement, and sustainment requirements.
  • Prepare executive briefings, reports, meeting materials, and program status documentation.
  • Support program reviews, design reviews, readiness reviews, and Technical Interchange Meetings (TIMs).
  • Participate in Integrated Product Teams (IPTs), working groups, and other program meetings.
  • Coordinate with Government organizations, contractors, OEMs, and international partners.
  • Support acquisition logistics and Total Package Approach (TPA) sustainment activities.
  • Assist with FMS case amendments, modifications, and associated case-management activities.
  • Support program activities within DSAMS, SAMRS, and other applicable FMS management systems.
  • Review proposals, schedules, specifications, deliverables, and other programmatic documentation.
  • Identify program risks and assist with developing and tracking mitigation strategies.
  • Support process improvement, compliance assessments, and FMS program reporting activities
  • Other duties as assigned

Qualifications / Technical Experience Requirements:

  • Must be US Citizen
  • Active Secret security clearance.
  • Journeyman-level experience supporting acquisition, program management, or Foreign Military Sales (FMS) activities.
  • Bachelor’s degree with 10 years of relevant experience, including 3 years of DoD experience; OR 10 years of project/administrative assistance or similar experience; OR 15 years of directly related experience with applicable certifications.
  • Working knowledge of DoD acquisition processes, policies, program management principles, and acquisition lifecycle activities.
  • Experience supporting FMS/Security Assistance case development, planning, execution, logistics, sustainment, and financial management.
  • Knowledge of FMS documentation and processes, including LORs, LOAs, LOADs, MRPs, and Pricing and Availability (P&A) data.
  • Proficiency with FMS-related systems and applications, including DSAMS, SAMRS, and AFLCMC/WF-On Line.
  • Current U.S. passport with the ability and willingness to travel to foreign OCONUS locations.
