Framework Engineering & Design Manager
Costain has been appointed on two construction frameworks to deliver London Gatwick’s Civils and building Frameworks. These cover a range of Capital projects to upgrade and modernise the airports infrastructure, support growing passenger demand and enhance resilience. The frameworks will run for a four year period, with an option to extend by a further two years. We are looking to bring our experience in delivering infrastructure solutions and working closely with London Gatwick and our supply chain partners to deliver these essential infrastructure upgrades.
The works consist of:
Highways landside and airside civils packages including, ECI, Detailed design, intrusive surveys and construction.
Buildings and airside infrastructure upgrades
EOI / Tender and Framework strategy process and development
Tender support for future works pipeline, review and design strategy development
Design house compatibility review and agreement in line with business strategy
Team management, development and knowledge sharing

Working directly under the Project Director/Manager this role is to lead Engineering design and assurance associated with delivering design and construction through the entire project life cycle through to handover. The role has full accountability for all engineering and design activities on the framework. This will include managing a team of design managers , engineering staff and design houses, working alongside other disciplines (Construction, Commercial, Planning etc.). Applicants with aviation and highways (GAL and NH experience) are preferred.
lead a team comprising technical leads for managing design compliance and change, temporary works coordination and design, digital modelling and information management (BIM), materials management, quality assurance and handover.
lead the design to ensure design is delivered by the design teams, on time and to a high right first time standard, so designs can be approved by the relevant stakeholders without iteration, and in conjunction with the Construction Manager ensure said design is suitable for construction and that will be adopted by the asset owners.
development and implementation of the Framework Design Strategy
establishment and implementation of integrated Framework design controls, processes and procedures fully aligned and complementary to GAL and in compliance with The Costain way.
provide technical leadership and manage framework quality controls to ensure all elements are delivered safely, to the required quality, on time and within budget, all in line with the scheme design and associated Gatwick and Highway specifications and in compliance with planning constraints.
responsibly for all aspects of design including external design consultants, internal CEL design, subcontractor designed elements and coordination and integration of all elements.
engage with the client team, as well as any relevant external stakeholders e.g National Highways to foster good relationships and enable successful handover of the scheme into operation and maintenance.
Support through tender solution development, writing, review and management to support the pipeline of future works.
Alongside the preconstruction director and project director support with technical strategy and pipeline development
Collaborate with other members of the project leadership team to ensure safe, efficient design, delivery and handover
Continuously assess the competency of the team and ensure we have the correct team and skills to delivery all responsibilities
Put safety above all else and lead by example, setting standards and accountable for safe by design, discharge of legal responsibilities under CDM, and design and engineering aspects defined in other legislations, our ISO accreditations and the Costain Way for permanent and temporary works
Provide technical engineering leadership and for all aspects of delivery.
Ensure all works are carried out in accordance with the design information, planning constraints, relevant technical specifications and Costain Way guidance.
Leads and coordinates the technical, design and quality managers, enabling them to work as an integrated and collaborative team
Promote a Right First-Time approach to quality to avoid rework.
Manage the interfaces and information flow between design and construction teams, using appropriate tools and processes
Manage a team of technical design management, engineering and quality assurance staff.
Provide planning and procurement support
Build strategic design partnerships with the supply chain.
10 years+ experience in construction delivery with 3 years+ in a management position (e.g. Senior Design manager)
Knowledge and experience of relevant design solutions and standards (GAL standards, ICAO / CAP and Specification for Highways Works), common construction techniques and related procedures
Experience of working within a Principal Designer and Principal Contractor environment (i.e. where Costain undertakes these roles)
Knowledge and experience of Temporary Works procedures
Knowledge and experience setting up Framework processes and controls
Degree or equivalent qualification in Civil Engineering (or related discipline)
Relevant CSCS Card
Chartered Engineer and Membership of a professional engineering institution
