The key Purpose of this role is to lead the front-end planning, concept development, feasibility assessment, and civil design coordination of capital projects to ensure technically robust, executable, and value-driven project solutions are developed and matured for approval and execution.
Key Roles and Responsibilities:
Lead civil engineering input during project identification, concept development, pre-feasibility, feasibility, and business case stages.
Develop and coordinate civil works scopes, design criteria, engineering philosophies, and technical requirements
Manage and oversee civil engineering consultants and specialist service providers
Coordinate site investigations, geotechnical studies, surveys, and engineering studies
Facilitate multidisciplinary design integration across engineering disciplines
Ensure designs align with operational, safety, environmental, regulatory, and constructability requirements
Lead technical option evaluations and value engineering initiatives
Develop civil engineering deliverables required for project approvals and business cases
Provide technical input into capital cost estimates, schedules, risk assessments, and project planning activities
Support RFQ, tender, and procurement activities through the preparation of scopes of work and technical evaluation criteria
Review and approve engineering deliverables to ensure compliance with applicable standards, specifications, and project requirements
Provide technical assurance and governance throughout the front-end project lifecycle
Engage with internal and external stakeholders to align project objectives and engineering solutions
Support project handover from development into execution by ensuring engineering scope definition and design maturity
Lead Logistics driven Civil Works Projects
Minimum Requirements:
Bachelor's Degree in Civil Engineering
Registered Professional Engineer (Pr Eng) or eligibility for registration
8 to 12 years' experience in civil engineering, project development, design management, or capital project delivery
Experience in concept studies, pre-feasibility, feasibility studies, and front-end engineering design
Experience managing engineering consultants and multidisciplinary teams
Logistics knowledge would be an advantage
