Role Summary
The technical lead for WHD’s Drupal modernization program, designated as Key Personnel under the task order. This hands-on Senior Full Stack Drupal Lead architects, builds, and guides delivery of the migration of WHD’s legacy ASP.NET/DB2 applications to Drupal 10+ on DOL’s PACE platform (EKS, Aurora MySQL, EFS, S3, Secrets Manager, CloudFront/WAF), and of new public-facing portals integrated with Appian case management. The role sets the technical standard for the team, acts as the primary technical counterpart to DOL OCIO and WHD leadership, and builds Drupal as a reusable enterprise platform rather than a set of standalone sites.
Key Responsibilities
• Serve as hands-on technical lead and architect for the Drupal team, leading analysis, design, development, testing, and administration of WHD’s modernized applications.
• Own the target Drupal solution architecture on DOL PACE and keep it aligned with the product roadmap and DOL enterprise, platform, and solution architecture; obtain DOL OCIO technical guidance and approvals.
• Design event-driven integrations between Drupal and Appian (WISE/CAPS) using Kafka (e.g., Form Submitted, Document Uploaded, Status Changed), backed by versioned, API-first REST services.
• Integrate Drupal with federal systems on premises and in the cloud: Login.gov, DOL SSO, SharePoint, Amazon S3 document exchange, and the OCIO AI chatbot module.
• Architect a configuration-driven enterprise form framework on the Drupal Webform module, supporting dynamic and multi-step forms, conditional questions, reusable validation, document upload, and multilingual content.
• Build reusable enterprise components (Kafka framework, API framework, authentication, notifications, audit logging, error handling) that future DOL projects can reuse.
• Evaluate and select contributed Drupal modules and marketplace plugins before writing custom code; design and develop custom modules and connectors where needed.
• Create and oversee technical process models, data models, and user interface designs; plan and execute data migration from DB2 to MySQL and data reporting activities.
• Ensure solutions meet federal standards: OWASP Top 10, NIST SP 800-53 controls, FISMA ATO requirements, externalized secrets (Secrets Manager / Pod Identity), and Section 508 / WCAG AA.
• Review and verify implementations against design best practices, performance (≤3-second load, ≥99.9% uptime), and security; lead code reviews each sprint.
• Lead the team’s AI-assisted development practice using DOL-approved tools (Microsoft Copilot) to meet the contract’s requirement of up to 50% AI-generated code, with human review, security scanning, and CI/CD validation of all output.
• Lead technical planning, estimation, and requirements gathering; mentor developers from requirements through delivery; keep design sessions, scrums, and other Agile/SAFe ceremonies running smoothly.
• Work directly with WHD end users, SMEs, Product Owners, and Federal Project Managers to confirm that application functionality meets business needs.
Required Qualifications
• Bachelor’s degree in Computer Science, Engineering, or a related field (or equivalent experience).
• 10+ years of hands-on full stack development experience as a team lead or architect, including a minimum of 5 years of Drupal experience.
• Experience with the Drupal Webform module, custom module development, and integrating Drupal with federal systems (on premises and cloud).
• Deep proficiency in PHP, Symfony/Drupal APIs, MySQL, JavaScript, Twig, and REST API design.
• Experience with .NET (C#, ASP.NET) sufficient to analyze and migrate legacy applications.
• Experience with AWS and/or Azure and container-based deployments (Docker, Kubernetes).
• Experience delivering solutions that meet federal security and Section 508 standards.
• Agile/SAFe and related developer certifications, or demonstrated equivalent experience; experience leading Agile/SAFe teams, preferably in the federal space.
• Substantial experience with AI-assisted programming tools (e.g., GitHub Copilot, Microsoft Copilot, Gemini, or other DOL-approved tools).
• Strong communication skills for working directly with federal stakeholders and mentoring developers.
• U.S. person; must obtain and maintain a favorable NACI / HSPD-12 background investigation.
Preferred Qualifications
• Acquia Certified Drupal Developer, Back End Specialist, or Grand Master certification.
• Experience with Kafka event-driven architecture and Appian integrations.
• Experience hosting Drupal on AWS EKS with Aurora, EFS, S3, CloudFront, and Secrets Manager.
• Experience leading legacy .NET-to-Drupal modernization or large-scale content and data migrations.
• Experience integrating AI services (chatbots, OCR, document classification) into Drupal applications.

Our Profile:
We are an IT company with a unique mission—to make people the center of every federal IT solution. Our technologists have always gone the extra mile to help our federal clients succeed. And over the years, we saw a growing disconnect in how federal IT initiatives were built and managed. Time after time, programs failed because the focus was on the tools and products and not the people using them. Learn More.
