Job Overview:

S2Tech is seeking an experienced Functional, Interface, and Data Conversion Tester to support a state-level Health and Human Services (HHS) Integrated Eligibility modernization initiative.

The ideal candidate will bring hands-on experience testing public assistance eligibility systems, particularly SNAP and TANF/FIP programs, with demonstrated capabilities across functional testing, interface validation, batch processing, and data conversion testing.

This position requires an understanding of eligibility determinations, benefit calculations, benefit issuance, and data exchanges between integrated eligibility applications and external systems. The resource will participate in multiple testing phases and support the identification, documentation, resolution, and retesting of defects.

Responsibilities:

Functional and Integrated Eligibility Testing

  • Develop, execute, and maintain test cases validating integrated eligibility business rules, eligibility determinations, and benefit calculations for public assistance programs, including SNAP and TANF/FIP
  • Validate benefit issuance processes, issuance schedules, payment methods, notices, reports, and expected eligibility outcomes
  • Perform system testing, integration testing, and end-to-end functional testing across integrated eligibility workflows
  • Validate application functionality against documented requirements, business rules, and expected system behavior

Interface and Batch Testing

  • Execute testing of inbound and outbound interfaces connecting eligibility systems with external agencies, third-party applications, and downstream benefit platforms
  • Validate batch processing, flat-file exchanges, SOAP-based integrations, and associated data exchanges
  • Verify interface data accuracy, completeness, processing outcomes, and exception handling
  • Investigate interface defects and collaborate with technical and functional teams to support resolution and retesting

Data Conversion Testing

  • Execute data conversion testing to validate the accuracy, completeness, and integrity of data migrated or converted into the integrated eligibility system
  • Use SQL queries to validate database records, compare expected and actual results, and identify data discrepancies
  • Review conversion-related test scenarios, data mappings, and validation requirements to support conversion testing activities
  • Document conversion defects, investigate discrepancies, and perform retesting following corrective actions
  • Support conversion reconciliation and validation activities as required by the project

Testing Lifecycle and UAT Support

  • Participate in test planning, test preparation, execution, defect management, and testing closure activities
  • Create and maintain test cases, test data, execution results, and defect documentation
  • Support user acceptance testing (UAT), including test data preparation, defect triage, and retesting
  • Collaborate with business analysts, developers, testing teams, and other project stakeholders to resolve issues
  • Maintain traceability between business requirements, test scenarios, and testing outcomes

Required Qualifications:

  • Demonstrated hands-on experience testing Health and Human Services (HHS) systems, particularly Integrated Eligibility applications supporting public assistance programs
  • Experience testing SNAP and TANF/FIP eligibility rules, benefit determinations, and benefit issuance processes
  • Experience validating eligibility calculations, issuance schedules, payment methods, and related outputs
  • Strong experience with functional, system, integration, and end-to-end testing
  • Hands-on experience testing inbound/outbound interfaces, batch processes, flat-file exchanges, and SOAP-based integrations
  • Experience performing data conversion testing, including validation of converted or migrated data
  • Ability to write and modify SQL queries for test data validation, database verification, and conversion testing scenarios
  • Experience testing reports, notices, and security roles within enterprise applications
  • Experience supporting UAT activities, defect triage, and retesting
  • Strong analytical, troubleshooting, documentation, and communication skills

Preferred Qualifications:

  • Previous experience supporting state Integrated Eligibility modernization or replacement initiatives
  • Experience interpreting functional specifications, interface requirements, data mapping documents, and system design documentation
  • Experience using Azure DevOps for test case management, test execution, defect tracking, and requirements traceability
  • Experience collaborating with cross-functional functional, technical, and data conversion teams
  • Ability to work independently, manage competing priorities, and consistently deliver high-quality testing results
