General Manager

ATLAS Engineering & Construction Pte Ltd is seeking an experienced and results-driven General Manager to oversee the overall operations, business development, project performance, and strategic growth of the company.

The General Manager will be responsible for providing leadership across all business functions, ensuring operational efficiency, profitability, regulatory compliance, client satisfaction, and the successful delivery of projects. The successful candidate should possess strong leadership capabilities, commercial awareness, and extensive experience within the construction, engineering, process, marine, oil & gas, or related industries in Singapore.

Key Responsibilities

  • Provide overall leadership, direction, and management of the company's day-to-day operations and business activities.
  • Develop and implement business strategies, operational plans, and growth initiatives in alignment with the company's objectives.
  • Oversee project execution to ensure works are completed safely, on schedule, within budget, and in accordance with contractual and quality requirements.
  • Monitor company financial performance, including revenue, profitability, operating costs, cash flow, budgets, and project margins.
  • Identify and pursue new business opportunities, projects, strategic partnerships, and potential clients.
  • Build and maintain strong relationships with clients, consultants, contractors, suppliers, business partners, and other stakeholders.
  • Review major quotations, tenders, contracts, commercial proposals, and project agreements prior to submission or acceptance.
  • Negotiate commercial terms, contract conditions, pricing, variations, claims, and other contractual matters.
  • Coordinate and oversee the activities of Project, Operations, Commercial, Finance, Human Resources, Administration, Procurement, and Safety departments.
  • Establish and monitor key performance indicators (KPIs) for departments, projects, and management personnel.
  • Ensure adequate manpower, equipment, materials, and resources are available to support project and operational requirements.
  • Drive productivity, cost control, resource optimisation, and continuous improvement across the organisation.
  • Ensure compliance with applicable Singapore legislation, MOM requirements, workplace safety regulations, employment requirements, and relevant industry standards.
  • Promote and maintain a strong workplace safety, health, quality, and compliance culture throughout the organisation.
  • Lead, mentor, and develop managers, supervisors, and employees to strengthen organisational capability and succession planning.
  • Conduct regular management and project performance reviews and implement corrective actions where necessary.
  • Manage operational risks, contractual risks, manpower issues, project delays, client concerns, and other business-critical matters.
  • Represent the company in meetings, negotiations, client presentations, industry engagements, and other official functions.
  • Provide regular management reports and recommendations to the Board of Directors and/or Managing Director.
  • Perform any other duties reasonably required for the effective management and development of the company.

Requirements

  • Diploma or Degree in Engineering, Construction Management, Business Administration, Project Management, or a related discipline.
  • Preferably 8–10 years or more of relevant industry experience, including substantial experience in a senior management or leadership position.
  • Strong knowledge of Singapore's construction, engineering, process, oil & gas, or manpower-intensive contracting environment.
  • Proven experience managing multiple projects, departments, and operational teams.
  • Strong commercial, contractual, financial, and business development capabilities.
  • Good understanding of project costing, budgeting, tendering, contract administration, variation works, and claims management.
  • Familiarity with Singapore MOM regulations, Workplace Safety and Health requirements, and employment practices.
  • Strong leadership, decision-making, negotiation, communication, and problem-solving skills.
  • Ability to manage multiple priorities and work effectively in a fast-paced and demanding environment.
  • Strong client management and stakeholder engagement capabilities.
  • Proficient in Microsoft Office and commonly used business/project management applications.
  • Ability to communicate effectively in English; proficiency in Mandarin and/or other languages commonly used in the construction industry will be an advantage.
